Narrative:

During cruise at FL390 at holma intersection on A300, bdl to sju, at XA46Z, descended from FL390 to FL385 due to RA. Other aircraft was also at FL390 opposite direction. Notified other traffic on 123.45, then notified commercial radio on HF 13297 that we wre descending due to an RA. On commercial radio frequency, heard aircraft informing that they had climbed due to an RA. When trying to inform commercial radio, the frequency was getting jammed by another aircraft transmitting -- no voice. After several attempts, we finally got through. After conflict was resolved, commercial radio told us to maintain FL390 and told other aircraft to maintain FL410 and commercial radio notified ATC. We never acquired visually due to IMC, however, estimate a couple of mi separation. When assigned FL390 from ZBW, we were told of chop up through FL370, but smooth at FL390. This makes us believe we were at the correct altitude, plus the fact that both pilots verified the altitude when placed into the altitude window.

Narrative: DURING CRUISE AT FL390 AT HOLMA INTXN ON A300, BDL TO SJU, AT XA46Z, DSNDED FROM FL390 TO FL385 DUE TO RA. OTHER ACFT WAS ALSO AT FL390 OPPOSITE DIRECTION. NOTIFIED OTHER TFC ON 123.45, THEN NOTIFIED COMMERCIAL RADIO ON HF 13297 THAT WE WRE DSNDING DUE TO AN RA. ON COMMERCIAL RADIO FREQ, HEARD ACFT INFORMING THAT THEY HAD CLBED DUE TO AN RA. WHEN TRYING TO INFORM COMMERCIAL RADIO, THE FREQ WAS GETTING JAMMED BY ANOTHER ACFT XMITTING -- NO VOICE. AFTER SEVERAL ATTEMPTS, WE FINALLY GOT THROUGH. AFTER CONFLICT WAS RESOLVED, COMMERCIAL RADIO TOLD US TO MAINTAIN FL390 AND TOLD OTHER ACFT TO MAINTAIN FL410 AND COMMERCIAL RADIO NOTIFIED ATC. WE NEVER ACQUIRED VISUALLY DUE TO IMC, HOWEVER, ESTIMATE A COUPLE OF MI SEPARATION. WHEN ASSIGNED FL390 FROM ZBW, WE WERE TOLD OF CHOP UP THROUGH FL370, BUT SMOOTH AT FL390. THIS MAKES US BELIEVE WE WERE AT THE CORRECT ALT, PLUS THE FACT THAT BOTH PLTS VERIFIED THE ALT WHEN PLACED INTO THE ALT WINDOW.
