Narrative:

Reference las RNAV sids/stars. As a former ATC specialist in safety and a frequent las arrival user, the las facility needs some work. They frequently modify the arrival procedures using non standard and illegal clrncs. There is a general lack of overall ability in this facility and they use procedures that are inflexible and inefficient. They also display a considerable bias for air carrier Y aircraft. THEY FREQUENTLY MODIFY THE ARR PROCS USING NON STANDARD AND ILLEGAL CLRNCS. THERE IS A GENERAL LACK OF OVERALL ABILITY IN THIS FACILITY AND THEY USE PROCS THAT ARE INFLEXIBLE AND INEFFICIENT.
