Narrative:

Filed a VFR flight plan with leesburg FSS. Flight from fme (tipton) to cge (cambridge) and back to fme. Received a transponder code from (pct) TRACON. Took off from fme, contacted baltimore on 126.75 and proceeded to cge as filed. Pct TRACON handed me over to patuxent on 121.0 and, once cge was in sight, they stated frequency change approved and squawk 1200. Flew one touch and go at cge and proceeded back to fme. Flew 20NM on a 325 radial from cge and held outside the 30 NM dc ADIZ. Held in a standard rate holding pattern at 2500 ft MSL, waiting to talk with pct TRACON on 126.75 to re-enter the ADIZ. After holding for 10 mins outside the 30 NM ring from dca, I was contacted by pct approach and told to identify. Once I realized I had squawk code in the transponder I switched back to previous squawk. The controller stated I was violating the dc ADIZ and to fly southeast to exit the area. He mentioned they were going to send the fighters to me. They identified who I was and gave me permission to enter the dc ADIZ back to fme. The controller also gave me the TRACON phone number and instructed me to call them once on the ground. Once I landed and called the number, I was told pct TRACON had me on radar violating the dc ADIZ. The east corridor 4500 ft/10000 ft is also included in the dc ADIZ. They mentioned 75 violations have happened in the dc ADIZ for the month of march 2003. They also stated many pilots do not realize the eastern area (4500 ft/10000 ft) is also part of the dc ADIZ. They asked for my name, address, pilot cert number and telephone number and stated the FAA would be in touch. Grave mistake on my part, as a private pilot, who violated the dc ADIZ. This particular area (eastern class B airspace 4500 ft/10000 ft) is also included in the dc ADIZ. My understanding was the dc ADIZ is 30 NM away from dca and I held outside of the airspace at 33 NM. Confusing procedures for entering and exiting the dc ADIZ, as well as confusing written text stating where the dc ADIZ starts and ends for each area. Working with club CFI's for training and understanding proper procedures entering and exiting the ADIZ. Working with club to produce procedures for all pilots who are in our club. This will prevent other violations of the dc ADIZ, as we have had 2 so far in our club.

THE CTLR STATED I WAS VIOLATING THE DC ADIZ AND TO FLY SE TO EXIT THE AREA. HE MENTIONED THEY WERE GOING TO SEND THE FIGHTERS TO ME. THEY IDENTIFIED WHO I WAS AND GAVE ME PERMISSION TO ENTER THE DC ADIZ BACK TO FME. THE CTLR ALSO GAVE ME THE TRACON PHONE NUMBER AND INSTRUCTED ME TO CALL THEM ONCE ON THE GND. ONCE I LANDED AND CALLED THE NUMBER, I WAS TOLD PCT TRACON HAD ME ON RADAR VIOLATING THE DC ADIZ. THE E CORRIDOR 4500 FT/10000 FT IS ALSO INCLUDED IN THE DC ADIZ. THEY MENTIONED 75 VIOLATIONS HAVE HAPPENED IN THE DC ADIZ FOR THE MONTH OF MARCH 2003. THEY ALSO STATED MANY PLTS DO NOT REALIZE THE EASTERN AREA (4500 FT/10000 FT) IS ALSO PART OF THE DC ADIZ. THEY ASKED FOR MY NAME, ADDRESS, PLT CERT NUMBER AND TELEPHONE NUMBER AND STATED THE FAA WOULD BE IN TOUCH. GRAVE MISTAKE ON MY PART, AS A PRIVATE PLT, WHO VIOLATED THE DC ADIZ. THIS PARTICULAR AREA (EASTERN CLASS B AIRSPACE 4500 FT/10000 FT) IS ALSO INCLUDED IN THE DC ADIZ. MY UNDERSTANDING WAS THE DC ADIZ IS 30 NM AWAY FROM DCA AND I HELD OUTSIDE OF THE AIRSPACE AT 33 NM. CONFUSING PROCS FOR ENTERING AND EXITING THE DC ADIZ, AS WELL AS CONFUSING WRITTEN TEXT STATING WHERE THE DC ADIZ STARTS AND ENDS FOR EACH AREA. WORKING WITH CLUB CFI'S FOR TRAINING AND UNDERSTANDING PROPER PROCS ENTERING AND EXITING THE ADIZ. WORKING WITH CLUB TO PRODUCE PROCS FOR ALL PLTS WHO ARE IN OUR CLUB. THIS WILL PREVENT OTHER VIOLATIONS OF THE DC ADIZ, AS WE HAVE HAD 2 SO FAR IN OUR CLUB.
