Narrative:

Final approach. CAT III procedures were in effect at arrival time at jfk (RVR 1000). The CAT III to 4R at jfk was the only approach in use. Conda LOM was notamed as decommissioned and the 4R OM was out of service. No DME or crossing radial is provided on the approach plate for the OM and approach control was handing off all arriving aircraft to jfk tower at 7-8 DME from the runway. In this scenario there is no positive way to identify the OM. Approach control needs to provide a positive radar fix at the OM before handing off the arriving aircraft to jfk tower with these navaids out of service.

Title: ATC FAILS TO IDENTIFY REQUIRED XING FIX AT JFK RWY 4R ILS.

Narrative: FINAL APCH. CAT III PROCS WERE IN EFFECT AT ARRIVAL TIME AT JFK (RVR 1000). THE CAT III TO 4R AT JFK WAS THE ONLY APCH IN USE.
