Narrative:

Filed IFR plan approximately XA30. Contacted kankakee FSS approximately XB40, received clearance to depart VFR and a squawk code, and told to contact departure. Departed, experienced pitot-static system failure, landed. During landing, airspeed indicator responded. Attempted departure again and experienced same symptoms. Landed and returned aircraft to hangar approximately XC05. During this emergency situation, I failed to contact departure for my full clearance and to cancel my flight plan, causing an emergency situation with ATC. At approximately XD30, I was contacted by FSS, at which time I informed them that all was well. At approximately XE30, I spoke with FAA safety counselor. He thoroughly explained the chain of events that my situation created and further explained the appropriate steps that I should have taken.

Title: C182 IFR DEP FAILS TO NOTIFY ATC AFTER ABORTED FLT.

Narrative: FILED IFR PLAN APPROX XA30. CONTACTED KANKAKEE FSS APPROX XB40, RECEIVED CLRNC TO DEPART VFR AND A SQUAWK CODE, AND TOLD TO CONTACT DEP. DEPARTED, EXPERIENCED PITOT-STATIC SYS FAILURE, LANDED. DURING LNDG, AIRSPD INDICATOR RESPONDED. ATTEMPTED DEP AGAIN AND EXPERIENCED SAME SYMPTOMS. LANDED AND RETURNED ACFT TO HANGAR APPROX XC05. DURING THIS EMER SIT, I FAILED TO CONTACT DEP FOR MY FULL CLRNC AND TO CANCEL MY FLT PLAN, CAUSING AN EMER SIT WITH ATC. AT APPROX XD30, I WAS CONTACTED BY FSS, AT WHICH TIME I INFORMED THEM THAT ALL WAS WELL. AT APPROX XE30, I SPOKE WITH FAA SAFETY COUNSELOR. HE THOROUGHLY EXPLAINED THE CHAIN OF EVENTS THAT MY SIT CREATED AND FURTHER EXPLAINED THE APPROPRIATE STEPS THAT I SHOULD HAVE TAKEN.
