Narrative:

737's with speed restrs due to deicing are being deferred per airworthiness directive. The gpm only provides 4 deferral auths. The airworthiness directive is not a deferral authority/authorized. It has also been deferred per MEL 55-9A, which doesn't exist. Pdl 55T-99A has also been used, which also doesn't exist. Review aircraft history chapter 55 for aircraft.
