Narrative:

On nov/wed/02, at XA58, I was the PIC of flight. This is a schedule part 135 cargo run from bfl to ZZZ. I contacted the ground controller, advised him of my location (southeast parking) and my intention to taxi. I was told to 'taxi to runway 30R, look for the brasilia also entering the ramp.' I acknowledged this instruction by stating, 'runway 30R, I am looking for him.' as I approached the run-up area, I saw one brasilia holding short of runway 30R. I also saw the second brasilia taxiing sebound on taxiway a. This was the brasilia that I was instructed to look for. As a courtesy to the brasilia, I held short of the run-up area. As this brasilia pulled in front of me, I turned off my taxi lights so as to not blind the crew. I had my navigation lights, rotating beacon, and under wing 'courtesy' lights illuminated. All bulbs were working. After a short time, maybe 20-30 seconds, I observed another aircraft taxiing sebound on taxiway a. This aircraft was taxiing at a higher than normal speed, particularly for the given conditions (dark night, crowded ramp area). I continued to watch this aircraft, trying to ascertain their intentions (hold short of runway 30R, or continuing to taxi towards southeast parking). To my shock, this aircraft (a CE414A) made a sharp, high speed turn to enter southeast parking. This placed us in a 'head on' position. The CE414 obviously did not southeast me, as they made no attempt to slow or maneuver around me. At an approximately distance of 50 ft, I turned on my 'pulse lights,' and began to add power to make an evasive maneuver. The pilot of the CE414A made a sharp left turn, going around my right side. He missed my aircraft by about 10 ft in front, 10 ft to my right. He made no attempt (perceived) to slow. There was no radio communications between our 2 aircraft (not enough time). Neither my aircraft nor the CE414 were advised by the ground controller that we were mutual traffic.

Title: C208B PLT HAS GND CONFLICT WITH ANOTHER ACFT DURING TAXI AT BFL.

I ACKNOWLEDGED THIS INSTRUCTION BY STATING, 'RWY 30R, I AM LOOKING FOR HIM.' AS I APCHED THE RUN-UP AREA, I SAW ONE BRASILIA HOLDING SHORT OF RWY 30R. I ALSO SAW THE SECOND BRASILIA TAXIING SEBOUND ON TXWY A. THIS WAS THE BRASILIA THAT I WAS INSTRUCTED TO LOOK FOR. AS A COURTESY TO THE BRASILIA, I HELD SHORT OF THE RUN-UP AREA. AS THIS BRASILIA PULLED IN FRONT OF ME, I TURNED OFF MY TAXI LIGHTS SO AS TO NOT BLIND THE CREW. I HAD MY NAV LIGHTS, ROTATING BEACON, AND UNDER WING 'COURTESY' LIGHTS ILLUMINATED. ALL BULBS WERE WORKING. AFTER A SHORT TIME, MAYBE 20-30 SECONDS, I OBSERVED ANOTHER ACFT TAXIING SEBOUND ON TXWY A. THIS ACFT WAS TAXIING AT A HIGHER THAN NORMAL SPD, PARTICULARLY FOR THE GIVEN CONDITIONS (DARK NIGHT, CROWDED RAMP AREA). I CONTINUED TO WATCH THIS ACFT, TRYING TO ASCERTAIN THEIR INTENTIONS (HOLD SHORT OF RWY 30R, OR CONTINUING TO TAXI TOWARDS SE PARKING). TO MY SHOCK, THIS ACFT (A CE414A) MADE A SHARP, HIGH SPD TURN TO ENTER SE PARKING. THIS PLACED US IN A 'HEAD ON' POS. THE CE414 OBVIOUSLY DID NOT SE ME, AS THEY MADE NO ATTEMPT TO SLOW OR MANEUVER AROUND ME. AT AN APPROX DISTANCE OF 50 FT, I TURNED ON MY 'PULSE LIGHTS,' AND BEGAN TO ADD PWR TO MAKE AN EVASIVE MANEUVER. THE PLT OF THE CE414A MADE A SHARP L TURN, GOING AROUND MY R SIDE. HE MISSED MY ACFT BY ABOUT 10 FT IN FRONT, 10 FT TO MY R. HE MADE NO ATTEMPT (PERCEIVED) TO SLOW. THERE WAS NO RADIO COMS BTWN OUR 2 ACFT (NOT ENOUGH TIME). NEITHER MY ACFT NOR THE CE414 WERE ADVISED BY THE GND CTLR THAT WE WERE MUTUAL TFC.
