Narrative:

First time into phx for both captain and myself. Due to construction, long series of NOTAMS outlying the closed txwys and runways including runway 25R closed. Captain made landing on runway 25L which was uneventful. Upon rollout, she decelerated and turned off highspd taxiway F2, while I switched from IAP plate to airport diagram with my head down. The controller (tower and ground/working both frequencys) told us to turn 'right off runway, left to end then right on taxiway F1.' I wrote down the notes and was prepared for readback when captain asked me 'what are those?' I looked out for the first time and saw orange rectangles crossing our path. I had never seen them before and because of the night it took me a few ticks to discern whether they were 2 or 3 dimensional. Meanwhile, the controller repeated his earlier instructions and the captain asked me again what to do at near the same time. She too was confused as to whether we could taxi past the barricades, before I ever read back completely (I keyed the microphone but didn't read back), controller directed us to clear the runway now. The urgency in his voice was evident and the captain elected to taxi through the large gap to the left and exit the runway. I cleared the right side, we avoided the barricades and then stepped on the closed taxiway F until the state arrived mins later. They cleared taxiway F2, we back-taxied and continued to gate for shutdown. In hindsight: captain should have continued on to end upon seeing the barricades. Controller should have told us to roll to the end. During the confusion, I or captain should have asked controller about the barricades. I should have familiarized myself more with the airport diagram and closed txwys. I believe our inexperience at phx coupled with the nighttime and complexity of taxiing at phx with all of the construction created the incident. Contributing factors: called in from reserve at XA15 for an XE00 deadhead to ogg. Long flight duty day. Moderate turbulence from sna direct phx made it difficult to copy ATIS, read charts, etc. Front on west coast was be of concern. Late off of ogg, sna, and into phx. Supplemental information from acn 564992: taxiway F was not one of the txwys listed closed on the ATIS. Only runway closures were mentioned in the NOTAMS. Then the controller said, 'get off the runway.' I taxied on the left side of the taxiway that did not have the orange and white markings. To the right side of taxiway F were barricades. Men and equipment were working on the parallel runway 25R. Tower called to have the barricades moved so we could taxi. I called and discussed the incident with the tower controller. He was not aware of the barricades on taxiway F. He had to get us off the runway for an aircraft landing. This incident happened at the end of a 12.5 hour duty day. It was after my first ETOPS flight from ogg-sna. The flight from sna to phx was my first time into phx. The WX was moderate turbulence the entire flight. It was my first and second passenger flight in the B737-700 using EFIS and FMC since IOE. Same for my first officer.

Title: TAIL END RWY INCURSION IN A NIGHT OP BY A B737 AFTER PARTIALLY CLRING RWY 25L AT PHX, AZ.

Narrative: FIRST TIME INTO PHX FOR BOTH CAPT AND MYSELF. DUE TO CONSTRUCTION, LONG SERIES OF NOTAMS OUTLYING THE CLOSED TXWYS AND RWYS INCLUDING RWY 25R CLOSED. CAPT MADE LNDG ON RWY 25L WHICH WAS UNEVENTFUL. UPON ROLLOUT, SHE DECELERATED AND TURNED OFF HIGHSPD TXWY F2, WHILE I SWITCHED FROM IAP PLATE TO ARPT DIAGRAM WITH MY HEAD DOWN. THE CTLR (TWR AND GND/WORKING BOTH FREQS) TOLD US TO TURN 'R OFF RWY, L TO END THEN R ON TXWY F1.' I WROTE DOWN THE NOTES AND WAS PREPARED FOR READBACK WHEN CAPT ASKED ME 'WHAT ARE THOSE?' I LOOKED OUT FOR THE FIRST TIME AND SAW ORANGE RECTANGLES XING OUR PATH. I HAD NEVER SEEN THEM BEFORE AND BECAUSE OF THE NIGHT IT TOOK ME A FEW TICKS TO DISCERN WHETHER THEY WERE 2 OR 3 DIMENSIONAL. MEANWHILE, THE CTLR REPEATED HIS EARLIER INSTRUCTIONS AND THE CAPT ASKED ME AGAIN WHAT TO DO AT NEAR THE SAME TIME. SHE TOO WAS CONFUSED AS TO WHETHER WE COULD TAXI PAST THE BARRICADES, BEFORE I EVER READ BACK COMPLETELY (I KEYED THE MIKE BUT DIDN'T READ BACK), CTLR DIRECTED US TO CLR THE RWY NOW. THE URGENCY IN HIS VOICE WAS EVIDENT AND THE CAPT ELECTED TO TAXI THROUGH THE LARGE GAP TO THE L AND EXIT THE RWY. I CLRED THE R SIDE, WE AVOIDED THE BARRICADES AND THEN STEPPED ON THE CLOSED TXWY F UNTIL THE STATE ARRIVED MINS LATER. THEY CLRED TXWY F2, WE BACK-TAXIED AND CONTINUED TO GATE FOR SHUTDOWN. IN HINDSIGHT: CAPT SHOULD HAVE CONTINUED ON TO END UPON SEEING THE BARRICADES. CTLR SHOULD HAVE TOLD US TO ROLL TO THE END. DURING THE CONFUSION, I OR CAPT SHOULD HAVE ASKED CTLR ABOUT THE BARRICADES. I SHOULD HAVE FAMILIARIZED MYSELF MORE WITH THE ARPT DIAGRAM AND CLOSED TXWYS. LONG FLT DUTY DAY. MODERATE TURB FROM SNA DIRECT PHX MADE IT DIFFICULT TO COPY ATIS, READ CHARTS, ETC. FRONT ON WEST COAST WAS BE OF CONCERN. LATE OFF OF OGG, SNA, AND INTO PHX. SUPPLEMENTAL INFO FROM ACN 564992: TXWY F WAS NOT ONE OF THE TXWYS LISTED CLOSED ON THE ATIS. ONLY RWY CLOSURES WERE MENTIONED IN THE NOTAMS. THEN THE CTLR SAID, 'GET OFF THE RWY.' I TAXIED ON THE L SIDE OF THE TXWY THAT DID NOT HAVE THE ORANGE AND WHITE MARKINGS. TO THE R SIDE OF TXWY F WERE BARRICADES. MEN AND EQUIP WERE WORKING ON THE PARALLEL RWY 25R. TWR CALLED TO HAVE THE BARRICADES MOVED SO WE COULD TAXI. I CALLED AND DISCUSSED THE INCIDENT WITH THE TWR CTLR. HE WAS NOT AWARE OF THE BARRICADES ON TXWY F. HE HAD TO GET US OFF THE RWY FOR AN ACFT LNDG. THIS INCIDENT HAPPENED AT THE END OF A 12.5 HR DUTY DAY. IT WAS AFTER MY FIRST ETOPS FLT FROM OGG-SNA. THE FLT FROM SNA TO PHX WAS MY FIRST TIME INTO PHX. THE WX WAS MODERATE TURB THE ENTIRE FLT. IT WAS MY FIRST AND SECOND PAX FLT IN THE B737-700 USING EFIS AND FMC SINCE IOE. SAME FOR MY FO.
