Activating the runway incursion device could have prevented the situation. Better scan of the runway could have prevented it also. Callback conversation with reporter revealed the following information: tower specialist advised the runway incursion device is activated/deactivated at the local control position. When the local controller transmits, an electronic voice will transmit into the tower cabin attendant, 'check runway.' the specialist stated that the runway incursion device has widespread usage within the central region (ace).

Narrative: ACTIVATING THE RWY INCURSION DEVICE COULD HAVE PREVENTED THE SIT. BETTER SCAN OF THE RWY COULD HAVE PREVENTED IT ALSO. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: TWR SPECIALIST ADVISED THE RWY INCURSION DEVICE IS ACTIVATED/DEACTIVATED AT THE LCL CTL POS. WHEN THE LCL CTLR XMITS, AN ELECTRONIC VOICE WILL XMIT INTO THE TWR CAB, 'CHK RWY.' THE SPECIALIST STATED THAT THE RWY INCURSION DEVICE HAS WIDESPREAD USAGE WITHIN THE CENTRAL REGION (ACE).
