I had been cleared for the approach. On a practice IFR approach to fpr ILS runway 9, I thought I was cleared to land. The tower (after I landed) said I was not cleared to land and had missed the IAF NDB (luuce) call as a reporting point.

Narrative: I HAD BEEN CLRED FOR THE APCH. ON A PRACTICE IFR APCH TO FPR ILS RWY 9, I THOUGHT I WAS CLRED TO LAND. THE TWR (AFTER I LANDED) SAID I WAS NOT CLRED TO LAND AND HAD MISSED THE IAF NDB (LUUCE) CALL AS A RPTING POINT.
