Narrative:

After lunch, director of operations called my office and advised mr X in the presence of myself and my assistant chief inspector (on speaker phone) that the ADF in aft X in ZZZ1 was inoperative, had been inoperative for a couple of weeks. The chief pilot has been getting radar vectors into ZZZ2 because of it. Mr xx was advised today that our pmi and pma would be is ZZZ1 in nov/02 and he wanted to be sure that mr X got an ADF to ZZZ1 before the FAA arrived. I had him on speaker extension, so I could have witnesses that top management was dictating this course of action in the event that the 2 technicians at ZZZ1 get blamed for it.

Title: A CONVAIR 640 INSPECTOR ALLEGES UPPER MGMNT DELAYING FOR SEVERAL WKS REPAIR OF AN ADF SYS ON AN ACFT ROUTED OVERWATER.

Narrative: AFTER LUNCH, DIRECTOR OF OPS CALLED MY OFFICE AND ADVISED MR X IN THE PRESENCE OF MYSELF AND MY ASSISTANT CHIEF INSPECTOR (ON SPEAKER PHONE) THAT THE ADF IN AFT X IN ZZZ1 WAS INOP, HAD BEEN INOP FOR A COUPLE OF WKS. THE CHIEF PLT HAS BEEN GETTING RADAR VECTORS INTO ZZZ2 BECAUSE OF IT. MR XX WAS ADVISED TODAY THAT OUR PMI AND PMA WOULD BE IS ZZZ1 IN NOV/02 AND HE WANTED TO BE SURE THAT MR X GOT AN ADF TO ZZZ1 BEFORE THE FAA ARRIVED. I HAD HIM ON SPEAKER EXTENSION, SO I COULD HAVE WITNESSES THAT TOP MGMNT WAS DICTATING THIS COURSE OF ACTION IN THE EVENT THAT THE 2 TECHNICIANS AT ZZZ1 GET BLAMED FOR IT.
