Narrative:

After landing in scammon bay, I offloaded passenger and baggage starting at the back of the airplane. I loaded 1 passenger before offloading the wings and nose baggage from the rest of the airplane. I believe this is when the young boy (3 yrs old) sneaked on board the plane. When done offloading, I proceeded to the rear of the plane. I stepped up on the steps and looked up and down the aisle. I did not notice the child in the seat, as he was below my line of sight. Also, my vigilance was down because I had already loaded my one non-revenue passenger and I saw only who was supposed to be on the plane. (This child has in the past tried to sneak on board airplanes, according to the parents.) once inside the airplane, I turned around so as to note the position of my passenger. I then did my weight and balance. I only saw 3 passenger (not 4)! After I landed in bethel, ak, a little boy jumped out of the port side seat, second row from the rear -- he was behind passenger Y. Then 2 non-revenue passenger on board and I were amazed as this was the first time we saw this person. Passenger Y said that before we departed she had looked behind her and saw no one in the seat. This leads me to believe that the child was hiding -- purposely trying to avoid detection. Before we departed scammon bay, ak, I gave the departure brief explaining that seatbelts must be worn and how to operate them. In the future, I will just need to be more vigilant and walk up and down the aisle before departure. However, this is difficult in a navajo when full with large passenger -- there is little room in the aisle.

Title: AN UNDER AGE UNMONITORED 3 YR OLD MALE STOWS AWAY ON A PA31-350 COMMUTER AT SCM, AK, NOT BEING DETECTED UNTIL FLT LANDS AT BET, AK.

Narrative: AFTER LNDG IN SCAMMON BAY, I OFFLOADED PAX AND BAGGAGE STARTING AT THE BACK OF THE AIRPLANE. I LOADED 1 PAX BEFORE OFFLOADING THE WINGS AND NOSE BAGGAGE FROM THE REST OF THE AIRPLANE. I BELIEVE THIS IS WHEN THE YOUNG BOY (3 YRS OLD) SNEAKED ON BOARD THE PLANE. WHEN DONE OFFLOADING, I PROCEEDED TO THE REAR OF THE PLANE. I STEPPED UP ON THE STEPS AND LOOKED UP AND DOWN THE AISLE. I DID NOT NOTICE THE CHILD IN THE SEAT, AS HE WAS BELOW MY LINE OF SIGHT. ALSO, MY VIGILANCE WAS DOWN BECAUSE I HAD ALREADY LOADED MY ONE NON-REVENUE PAX AND I SAW ONLY WHO WAS SUPPOSED TO BE ON THE PLANE. (THIS CHILD HAS IN THE PAST TRIED TO SNEAK ON BOARD AIRPLANES, ACCORDING TO THE PARENTS.) ONCE INSIDE THE AIRPLANE, I TURNED AROUND SO AS TO NOTE THE POS OF MY PAX. I THEN DID MY WT AND BAL. I ONLY SAW 3 PAX (NOT 4)! AFTER I LANDED IN BETHEL, AK, A LITTLE BOY JUMPED OUT OF THE PORT SIDE SEAT, SECOND ROW FROM THE REAR -- HE WAS BEHIND PAX Y. THEN 2 NON-REVENUE PAX ON BOARD AND I WERE AMAZED AS THIS WAS THE FIRST TIME WE SAW THIS PERSON. PAX Y SAID THAT BEFORE WE DEPARTED SHE HAD LOOKED BEHIND HER AND SAW NO ONE IN THE SEAT. THIS LEADS ME TO BELIEVE THAT THE CHILD WAS HIDING -- PURPOSELY TRYING TO AVOID DETECTION. BEFORE WE DEPARTED SCAMMON BAY, AK, I GAVE THE DEP BRIEF EXPLAINING THAT SEATBELTS MUST BE WORN AND HOW TO OPERATE THEM. IN THE FUTURE, I WILL JUST NEED TO BE MORE VIGILANT AND WALK UP AND DOWN THE AISLE BEFORE DEP. HOWEVER, THIS IS DIFFICULT IN A NAVAJO WHEN FULL WITH LARGE PAX -- THERE IS LITTLE ROOM IN THE AISLE.
