Narrative:

While taxiing to runway 12 from the ramp, I crossed runway 9 at taxiway L1 and made a right turn. I had all the taxi lights on (nose lights and ground floods) and did not see the hold line even though I was looking for it. My first officer said, 'we need to stop. We're past the hold line. It was back there somewhere.' immediately followed by tower saying 'aircraft X, hold your position. You're just past the hold line. I told you the lights were out.' that was the first time I'd heard the lights were out. When we came into ZZZ that morning, ATIS NOTAMS included 'hold bar lights for runways 9L and 12 OTS.' that night, ATIS had nothing about the lights OTS, and I didn't hear any controller advise that the lights were out until after I crossed the hold line. 2 aircraft were on final for runway 12. Tower advised each that there was a DC9 just past the hold line but well north of the runway.
