Narrative:

Night VMC prevailed as we approached avp from the southwest. ATIS advised that taxiway a was closed, but taxiway a was not depicted on our commercial chart airport diagram. A small note on the very bottom of the diagram stated that taxiway C was closed, but taxiway C was also not depicted. Due to rugged terrain/ridges surrounding the airport, we had decided to request radar vectors for the ILS 22. The approach and missed approach procedures were briefed and a right turn onto taxiway B was the expected route to the gate. On short final for runway 22, it appeared that several aircraft were in line on taxiway B north of runway 10/28 awaiting takeoff. During rollout, we reached taxi speed in the vicinity of the closed intersecting runway. Tower's next instruction was 'any right turn, to the ramp with me.' so, I followed the next available yellow line curving off of the runway and onto a taxiway that led directly to the ramp. As I committed to the turn by following the yellow stripe, the taxiway designation sign came into view. It was taxiway C. Taxiway C was really only long enough for the tail to clear the hold line before it intersected taxiway B at the ramp. ATC made no comments or complaints. If taxiway C really was closed, then the only right turn that would have been available was taxiway B another 1500 ft down the runway. In that case, the use of the word 'any' seems misleading and the phrasing, 'right turn at bravo, to the ramp with me...' would have been much clear.' taxiway C was in absolutely no way marked closed. The pavement markings were standard. The signage was illuminated and standard. And the blue taxiway edge lights were illuminated and standard. There were no barricades, lights, or signs to indicate a closure. There was no evidence of construction activity anywhere near taxiway C, and the commercial chart airport diagram having the note about taxiway C being closed was dated may/fri/02. Callback conversation with an avp tower specialist revealed the following information: the airport diagram, as it was presented in the may/fri/02 commercial chart revision, does not reflect the latest taxiway/runway designations. Because the entire terminal is going to be relocated, numerous changes will be taking place as work continues to this end. Updates to the chart provider will be forthcoming in an effort to keep the information as current as possible.

A SMALL NOTE ON THE VERY BOTTOM OF THE DIAGRAM STATED THAT TXWY C WAS CLOSED, BUT TXWY C WAS ALSO NOT DEPICTED. DUE TO RUGGED TERRAIN/RIDGES SURROUNDING THE ARPT, WE HAD DECIDED TO REQUEST RADAR VECTORS FOR THE ILS 22. THE APCH AND MISSED APCH PROCS WERE BRIEFED AND A R TURN ONTO TXWY B WAS THE EXPECTED RTE TO THE GATE. ON SHORT FINAL FOR RWY 22, IT APPEARED THAT SEVERAL ACFT WERE IN LINE ON TXWY B N OF RWY 10/28 AWAITING TKOF. DURING ROLLOUT, WE REACHED TAXI SPD IN THE VICINITY OF THE CLOSED INTERSECTING RWY. TWR'S NEXT INSTRUCTION WAS 'ANY R TURN, TO THE RAMP WITH ME.' SO, I FOLLOWED THE NEXT AVAILABLE YELLOW LINE CURVING OFF OF THE RWY AND ONTO A TXWY THAT LED DIRECTLY TO THE RAMP. AS I COMMITTED TO THE TURN BY FOLLOWING THE YELLOW STRIPE, THE TXWY DESIGNATION SIGN CAME INTO VIEW. IT WAS TXWY C. TXWY C WAS REALLY ONLY LONG ENOUGH FOR THE TAIL TO CLR THE HOLD LINE BEFORE IT INTERSECTED TXWY B AT THE RAMP. ATC MADE NO COMMENTS OR COMPLAINTS. IF TXWY C REALLY WAS CLOSED, THEN THE ONLY R TURN THAT WOULD HAVE BEEN AVAILABLE WAS TXWY B ANOTHER 1500 FT DOWN THE RWY. IN THAT CASE, THE USE OF THE WORD 'ANY' SEEMS MISLEADING AND THE PHRASING, 'R TURN AT BRAVO, TO THE RAMP WITH ME...' WOULD HAVE BEEN MUCH CLR.' TXWY C WAS IN ABSOLUTELY NO WAY MARKED CLOSED. THE PAVEMENT MARKINGS WERE STANDARD. THE SIGNAGE WAS ILLUMINATED AND STANDARD. AND THE BLUE TXWY EDGE LIGHTS WERE ILLUMINATED AND STANDARD. THERE WERE NO BARRICADES, LIGHTS, OR SIGNS TO INDICATE A CLOSURE. THERE WAS NO EVIDENCE OF CONSTRUCTION ACTIVITY ANYWHERE NEAR TXWY C, AND THE COMMERCIAL CHART ARPT DIAGRAM HAVING THE NOTE ABOUT TXWY C BEING CLOSED WAS DATED MAY/FRI/02. CALLBACK CONVERSATION WITH AN AVP TWR SPECIALIST REVEALED THE FOLLOWING INFO: THE ARPT DIAGRAM, AS IT WAS PRESENTED IN THE MAY/FRI/02 COMMERCIAL CHART REVISION, DOES NOT REFLECT THE LATEST TXWY/RWY DESIGNATIONS. BECAUSE THE ENTIRE TERMINAL IS GOING TO BE RELOCATED, NUMEROUS CHANGES WILL BE TAKING PLACE AS WORK CONTINUES TO THIS END. UPDATES TO THE CHART PROVIDER WILL BE FORTHCOMING IN AN EFFORT TO KEEP THE INFO AS CURRENT AS POSSIBLE.
