Narrative:

Level at 12000 ft on a heading for WX, I advised phl departure I had a TCASII target. He did not respond. As the target got closer, first officer disconnected autoplt and climbed to avoid it. I think we got within 300 ft of it. We advised ATC and all he cared about was getting us to direct ptw. His workload was way too high!

Narrative: LEVEL AT 12000 FT ON A HDG FOR WX, I ADVISED PHL DEP I HAD A TCASII TARGET. HE DID NOT RESPOND. AS THE TARGET GOT CLOSER, FO DISCONNECTED AUTOPLT AND CLBED TO AVOID IT. I THINK WE GOT WITHIN 300 FT OF IT. WE ADVISED ATC AND ALL HE CARED ABOUT WAS GETTING US TO DIRECT PTW. HIS WORKLOAD WAS WAY TOO HIGH!
