Narrative:

We were approximately 60-70 mi west of lhr in a descent to FL240 and on an easterly heading. Somewhere above FL240 we picked up a TCASII alert below us at approximately 10-11 O'clock position. About that time, london control advised us we had military traffic at our 10-11 O'clock position that would not be a factor and to come further right 10 degrees and continue descent to FL140. We still had not reached FL240. As we turned 10 degrees right and continued down, with the traffic now in sight, we got a TCASII RA. I would guess the closest we got to the traffic was approximately 800 ft vertically and 2-3 mi horizontally. As we were VFR at the time with the traffic in sight and the traffic obviously had us in sight, I don't believe we were ever in a dangerous situation. Supplemental information from acn 408606: we got a TCASII TA followed by an RA soon after. We immediately picked up the traffic and no maneuvering was necessary to stay clear. The fighter traffic had us visually as well and passed well behind us. Supplemental information from acn 408722: shortly out of FL240 our TCASII indicated traffic, it appeared yellow and indicated 800 ft, at our 11 O'clock position, 800 ft below us. I then looked at our 11 O'clock position, and saw 2 fighter aircraft, at the same time getting a TA on our TCASII. This took place between FL230 to FL240. I then noticed the fighters turning to their right and circling around behind us to my left. The fighters saw us and took corrective heading action. This is supplemental information. I got a call from operations at lhr. They stated that ATC had found that we were in no way to blame for the situation that took place involving 2 fighter aircraft. The ATC controller had been taken off duty until an investigation had taken place.

AS WE TURNED 10 DEGS R AND CONTINUED DOWN, WITH THE TFC NOW IN SIGHT, WE GOT A TCASII RA. I WOULD GUESS THE CLOSEST WE GOT TO THE TFC WAS APPROX 800 FT VERTLY AND 2-3 MI HORIZLY. AS WE WERE VFR AT THE TIME WITH THE TFC IN SIGHT AND THE TFC OBVIOUSLY HAD US IN SIGHT, I DON'T BELIEVE WE WERE EVER IN A DANGEROUS SIT. SUPPLEMENTAL INFO FROM ACN 408606: WE GOT A TCASII TA FOLLOWED BY AN RA SOON AFTER. WE IMMEDIATELY PICKED UP THE TFC AND NO MANEUVERING WAS NECESSARY TO STAY CLR. THE FIGHTER TFC HAD US VISUALLY AS WELL AND PASSED WELL BEHIND US. SUPPLEMENTAL INFO FROM ACN 408722: SHORTLY OUT OF FL240 OUR TCASII INDICATED TFC, IT APPEARED YELLOW AND INDICATED 800 FT, AT OUR 11 O'CLOCK POS, 800 FT BELOW US. I THEN LOOKED AT OUR 11 O'CLOCK POS, AND SAW 2 FIGHTER ACFT, AT THE SAME TIME GETTING A TA ON OUR TCASII. THIS TOOK PLACE BTWN FL230 TO FL240. I THEN NOTICED THE FIGHTERS TURNING TO THEIR R AND CIRCLING AROUND BEHIND US TO MY L. THE FIGHTERS SAW US AND TOOK CORRECTIVE HEADING ACTION. THIS IS SUPPLEMENTAL INFO. I GOT A CALL FROM OPS AT LHR. THEY STATED THAT ATC HAD FOUND THAT WE WERE IN NO WAY TO BLAME FOR THE SIT THAT TOOK PLACE INVOLVING 2 FIGHTER ACFT. THE ATC CTLR HAD BEEN TAKEN OFF DUTY UNTIL AN INVESTIGATION HAD TAKEN PLACE.
