Narrative:
We were cleared to descend to FL240 when the TCASII gave a 'TA.' captain leveled off at FL253 because the traffic was at our 12 O'clock position only 200 ft below. Chicago gave us a right 40 degree turn and the traffic continued to be straight ahead. We asked about traffic and they said it was straight ahead and 4 NM. We were then told to turn left to 310 degrees. Turning left we were then cleared to grr.
