Narrative:

When we were relocating the aircraft to the ramp in fll from the customs to company. I received a call from the ground to taxi and hold in the runway 13 and we complied. Later a second call saying 'cross runway 13 and taxi to the ramp.' I replied and proceeded crossing runway 13, before we crossed runway 9L the active runway I did another call to the ground asking them if we were clear to cross runway 9L. The reply was 'yes' following by silence, so I replied back and cross runway 9L no other calls were made to us. Later I received a phone call from fll tower that told me the ground control tried to call us a number of times and he never had an answer from us. On our way back to fll I had some problems with the radio. Later the mechanic found the problem in the radio the radio fading out and high volume of ATC is the main reasons for what happened. After I spoke with the fll supervisor (ATC). He told me that his cltr did the right calls, but also he said that I answered for another aircraft. That also was trying to cross runway 13 to the ramp. He told me that 'yes' is not the correct phraseology. It is a fact that many times I received the same phraseology before. In my view, I did exactly what I was supposed to do in that situation. I never would crossed that runway if for one second in my mind, I could put myself or other person in danger.

Title: A C402 CREW, REPOSITIONING AN ACFT AT FLL, INCURRED A RWY WHEN ATC COULD NOT CONTACT THEM DUE TO RADIO PROBS.

Narrative: WHEN WE WERE RELOCATING THE ACFT TO THE RAMP IN FLL FROM THE CUSTOMS TO COMPANY. I RECEIVED A CALL FROM THE GND TO TAXI AND HOLD IN THE RWY 13 AND WE COMPLIED. I REPLIED AND PROCEEDED CROSSING RWY 13, BEFORE WE CROSSED RWY 9L THE ACTIVE RWY I DID ANOTHER CALL TO THE GND ASKING THEM IF WE WERE CLR TO CROSS RWY 9L. THE REPLY WAS 'YES' FOLLOWING BY SILENCE, SO I REPLIED BACK AND CROSS RWY 9L NO OTHER CALLS WERE MADE TO US. LATER I RECEIVED A PHONE CALL FROM FLL TWR THAT TOLD ME THE GND CTL TRIED TO CALL US A NUMBER OF TIMES AND HE NEVER HAD AN ANSWER FROM US. ON OUR WAY BACK TO FLL I HAD SOME PROBS WITH THE RADIO. HE TOLD ME THAT 'YES' IS NOT THE CORRECT PHRASEOLOGY. IT IS A FACT THAT MANY TIMES I RECEIVED THE SAME PHRASEOLOGY BEFORE. IN MY VIEW, I DID EXACTLY WHAT I WAS SUPPOSED TO DO IN THAT SIT. I NEVER WOULD CROSSED THAT RWY IF FOR ONE SECOND IN MY MIND, I COULD PUT MYSELF OR OTHER PERSON IN DANGER.
