Narrative:

During descent on korry one arrival, aircraft was unable to meet 11000 ft crossing restr at brand intersection. Aircraft was in icing conditions, wing and engines anti-ice on. Aircraft was also given an ATC speed restr of 280 KTS. Additionally, there was approximately a 14 KT tailwind. Vertical speed and 1.1 EPR for descent. ATC did not call concerning our ability to meet the restr nor did the captain advise. Brand intersection was crossed at 11800 ft. This is a difficult descent profile under ideal conditions. Recommend profile be reviewed for MD80 ability to comply. Speed brake also used.
