Narrative:

Had to hold at nrt due to high winds and traffic. Winds at nrt: 220 degrees gusts 44 KTS. Diverted from nrt to kix due to disabled aircraft on runway and numerous aircraft ahead of us. Fuel: 38000 pounds. Headwinds out of limits so diverted to kix after discussion with nrt dispatch. Nrt approach and tokyo control very slow in giving us ATC clearance (kept us at 7000 ft for 15 mins) declared emergency at XA28Z with tokyo control. After xfer to osaka approach we were told we were #5 for the ILS. Repeated our emergency request again and finally received expedited visual approach. Landed with legal reserve fuel.

HEADWINDS OUT OF LIMITS SO DIVERTED TO KIX AFTER DISCUSSION WITH NRT DISPATCH. NRT APCH AND TOKYO CTL VERY SLOW IN GIVING US ATC CLRNC (KEPT US AT 7000 FT FOR 15 MINS) DECLARED EMER AT XA28Z WITH TOKYO CTL. AFTER XFER TO OSAKA APCH WE WERE TOLD WE WERE #5 FOR THE ILS. REPEATED OUR EMER REQUEST AGAIN AND FINALLY RECEIVED EXPEDITED VISUAL APCH. LANDED WITH LEGAL RESERVE FUEL.
