Narrative:

On arrival with captain as PF and me as PNF, during descent, we received an RA as ZTL queried our assigned altitude. On the previous center frequency we received vectors and descent clearance, on a congested frequency, and had a company aircraft respond to our radio calls several times. Because of the frequency congestion, we were unable to verify our altitude when ATC queried our altitude and we received the RA. During the flight we had a cockpit jump seat rider who also noticed that the company aircraft was responding to our radio calls. Also, during the flight, the captain was describing the aircraft system to the jump seat rider. His attention was divided, although seemingly focused on talking (showing off) the 'neat' things about the B717-200. During this 'incident' we descended to the altitude I believe we were assigned (I don't remember if it was FL210 or FL220). I should have mentioned to the captain to 'back me up' on the radio more, considering the extreme radio congestion and vectors that we received which seemed out of the ordinary.

Title: B717 FLC OVERSHOT ASSIGNED DSCNT ALT DUE TO FORGETTING ASSIGNED ALT AFTER RESPONDING TO A TCASII RA. FREQ CONGESTION, ANOTHER COMPANY ACFT WITH SIMILAR CALL SIGN RESPONDING TO RPTR'S CLRNC AND THE CAPT BEING DISTR BY CONVERSING WITH THE JUMP SEAT OBSERVER.

Narrative: ON ARR WITH CAPT AS PF AND ME AS PNF, DURING DSCNT, WE RECEIVED AN RA AS ZTL QUERIED OUR ASSIGNED ALT. ON THE PREVIOUS CTR FREQ WE RECEIVED VECTORS AND DSCNT CLRNC, ON A CONGESTED FREQ, AND HAD A COMPANY ACFT RESPOND TO OUR RADIO CALLS SEVERAL TIMES. BECAUSE OF THE FREQ CONGESTION, WE WERE UNABLE TO VERIFY OUR ALT WHEN ATC QUERIED OUR ALT AND WE RECEIVED THE RA. DURING THE FLT WE HAD A COCKPIT JUMP SEAT RIDER WHO ALSO NOTICED THAT THE COMPANY ACFT WAS RESPONDING TO OUR RADIO CALLS. ALSO, DURING THE FLT, THE CAPT WAS DESCRIBING THE ACFT SYS TO THE JUMP SEAT RIDER. HIS ATTN WAS DIVIDED, ALTHOUGH SEEMINGLY FOCUSED ON TALKING (SHOWING OFF) THE 'NEAT' THINGS ABOUT THE B717-200. DURING THIS 'INCIDENT' WE DSNDED TO THE ALT I BELIEVE WE WERE ASSIGNED (I DON'T REMEMBER IF IT WAS FL210 OR FL220). I SHOULD HAVE MENTIONED TO THE CAPT TO 'BACK ME UP' ON THE RADIO MORE, CONSIDERING THE EXTREME RADIO CONGESTION AND VECTORS THAT WE RECEIVED WHICH SEEMED OUT OF THE ORDINARY.
