Narrative:

I landed on runway 26. Turned left on taxiway H on route to FBO and held short of runway 31. ATC cleared me across runway 31. A plane on the far side of runway 31 appeared to be on a wide apron on the other side of my taxiway. Once crossing runway 31, I realized the other plane had my taxiway completely blocked at his 'hold short' line. I could not exit or clear runway 31. I radioed ground for maneuvering instructions, but he didn't respond. I maneuvered at the runway 31 taxiway B intersection trying to find a position to clear both the runway and the taxiway. ATC came back, asked if I had the runway blocked. I said that he had put me on a head on with another plane and I needed further taxi instructions. He directed me back across runway 31. The sloping ground was a factor in being able to see where the other plane was. Also I believe there was extreme controller distraction. He couldn't keep track of what plane was where, tail number, etc. Ground controller may have been training tower controller. Confusion on that frequency also.

Title: MOONEY PLT FOUND THE TXWY BLOCKED TO WHICH CLRED OFF RWY AFTER LNDG. RPTR WAS CLRED TO ANOTHER TURN OFF AFTER ADVISING TWR CTLR OF THE PROB.

Narrative: I LANDED ON RWY 26. TURNED LEFT ON TXWY H ON RTE TO FBO AND HELD SHORT OF RWY 31. ATC CLRED ME ACROSS RWY 31. A PLANE ON THE FAR SIDE OF RWY 31 APPEARED TO BE ON A WIDE APRON ON THE OTHER SIDE OF MY TXWY. ONCE CROSSING RWY 31, I REALIZED THE OTHER PLANE HAD MY TXWY COMPLETELY BLOCKED AT HIS 'HOLD SHORT' LINE. I COULD NOT EXIT OR CLR RWY 31. I RADIOED GND FOR MANEUVERING INSTRUCTIONS, BUT HE DIDN'T RESPOND. I MANEUVERED AT THE RWY 31 TXWY B INTERSECTION TRYING TO FIND A POS TO CLR BOTH THE RWY AND THE TXWY. ATC CAME BACK, ASKED IF I HAD THE RWY BLOCKED. I SAID THAT HE HAD PUT ME ON A HEAD ON WITH ANOTHER PLANE AND I NEEDED FURTHER TAXI INSTRUCTIONS. HE DIRECTED ME BACK ACROSS RWY 31. THE SLOPING GND WAS A FACTOR IN BEING ABLE TO SEE WHERE THE OTHER PLANE WAS. ALSO I BELIEVE THERE WAS EXTREME CTLR DISTRACTION. HE COULDN'T KEEP TRACK OF WHAT PLANE WAS WHERE, TAIL NUMBER, ETC. GND CTLR MAY HAVE BEEN TRAINING TWR CTLR. CONFUSION ON THAT FREQ ALSO.
