Narrative:

On oct/thu/01, I performed an inspection of the r-hand engine for inlet and exhaust damage, because in run-up check, during pwrback, N1 hit 61% for less than 1 second. I contacted my crew chief and maintenance service. They read to me the procedure, and it entailed an inlet and exhaust check, which I did. On oct/fri/01, I was notified by our local quality assurance department that I was in violation because there was a directive to do an ultrasound inspection if N1 speeds reach 60% in pwrback.

Title: A FOKKER 100 WAS DISPATCHED IN NON COMPLIANCE WITH AN INCOMPLETE ENG OVERSPD INSPECTION. DIRECTIVE TO PERFORM ULTRASONIC INSPECTION NOT IN MAINT MANUAL OR ON JOB CARD.
