Narrative:

While departing sbn we received an RA. We were cleared for takeoff runway 27L and instructed to climb to 3000 ft MSL and turn left to 180 degrees. While turning and leveling off at 3000 ft MSL, we were told that a multi-engine aircraft was at 4000 ft MSL and that he would maintain visual separation. We were then cleared to 4000 ft MSL. I saw the other aircraft, but noticed that he wasn't turning to avoid us. I then lost the aircraft and asked the first officer if he noticed the multi-engine aircraft. He said yes, but we then received an RA to descend. We complied with the RA. I was upset that ATC put us in that situation. I am also very upset at the other aircraft's failure to provide enough distance between us. I don't think that he had us in sight the whole time. His failure to provide the necessary and safe distance resulted in our evasive action. ATC shouldn't be offering visual separation if I'm a jet and he's a small multi-engine aircraft. Our closure rate was 300 KTS, so I wasn't safe at all. By putting the responsibility of the controller on the pilot, you lower safety. Period!

Narrative: WHILE DEPARTING SBN WE RECEIVED AN RA. WE WERE CLRED FOR TKOF RWY 27L AND INSTRUCTED TO CLB TO 3000 FT MSL AND TURN L TO 180 DEGS. WHILE TURNING AND LEVELING OFF AT 3000 FT MSL, WE WERE TOLD THAT A MULTI-ENG ACFT WAS AT 4000 FT MSL AND THAT HE WOULD MAINTAIN VISUAL SEPARATION. WE WERE THEN CLRED TO 4000 FT MSL. I SAW THE OTHER ACFT, BUT NOTICED THAT HE WASN'T TURNING TO AVOID US. I THEN LOST THE ACFT AND ASKED THE FO IF HE NOTICED THE MULTI-ENG ACFT. HE SAID YES, BUT WE THEN RECEIVED AN RA TO DSND. WE COMPLIED WITH THE RA. I WAS UPSET THAT ATC PUT US IN THAT SIT. I AM ALSO VERY UPSET AT THE OTHER ACFT'S FAILURE TO PROVIDE ENOUGH DISTANCE BTWN US. I DON'T THINK THAT HE HAD US IN SIGHT THE WHOLE TIME. HIS FAILURE TO PROVIDE THE NECESSARY AND SAFE DISTANCE RESULTED IN OUR EVASIVE ACTION. ATC SHOULDN'T BE OFFERING VISUAL SEPARATION IF I'M A JET AND HE'S A SMALL MULTI-ENG ACFT. OUR CLOSURE RATE WAS 300 KTS, SO I WASN'T SAFE AT ALL.
