Narrative:

Departed VFR for flight training in (non-electric) cub. Was told on return by FAA that a transponder is required per fdc NOTAM. I have carefully read that NOTAM and it clearly says 'additionally this definition does not change the associated rules and/or services prescribed for the underlying/overlying airspace.' thus a non-electrical system cub would need no transponder.

Title: J3 PIPER CUB PLT BELIEVED THAT HE WAS PERMITTED TO FLY IN THE FDC NOTAMED AIRSPACE WITHOUT A XPONDER SINCE THE NOTAM COMMENTED THAT ASSOCIATED RULES IN THE AIRSPACE WERE NOT CHANGED BY THE NOTAM.
