Narrative:
After receiving my WX briefing and filing an IFR flight plan, I departed from runway 31 at ZZZ with the intention of receiving my clearance once airborne and before entering IMC or controled airspace. Before entering IMC or controled airspace, I radioed ZZZ ATC for my clearance. Upon contact, ZZZ TRACON informed me that I must receive my clearance before departing the surface at ZZZ airport and asked me if I was aware of this. I replied I was not and apologized, then immediately returned to the surface. Once I landed, I received my clearance from ZZZ departure, then departed and resumed my flight as cleared. I do not remember receiving a NOTAM stating these special pick-up procedures.

Title: A C172 PLT TOOK OFF VFR WITH THE INTENTION OF PICKING UP HIS IFR CLRNC IN THE AIR, WHEN VFR FLT WAS RESTR BY NOTAM.
Narrative: AFTER RECEIVING MY WX BRIEFING AND FILING AN IFR FLT PLAN, I DEPARTED FROM RWY 31 AT ZZZ WITH THE INTENTION OF RECEIVING MY CLRNC ONCE AIRBORNE AND BEFORE ENTERING IMC OR CTLED AIRSPACE. BEFORE ENTERING IMC OR CTLED AIRSPACE, I RADIOED ZZZ ATC FOR MY CLRNC. UPON CONTACT, ZZZ TRACON INFORMED ME THAT I MUST RECEIVE MY CLRNC BEFORE DEPARTING THE SURFACE AT ZZZ ARPT AND ASKED ME IF I WAS AWARE OF THIS. I REPLIED I WAS NOT AND APOLOGIZED, THEN IMMEDIATELY RETURNED TO THE SURFACE. ONCE I LANDED, I RECEIVED MY CLRNC FROM ZZZ DEP, THEN DEPARTED AND RESUMED MY FLT AS CLRED. I DO NOT REMEMBER RECEIVING A NOTAM STATING THESE SPECIAL PICK-UP PROCS.
