Narrative:

I had filed an IFR flight plan for houston clover field (lus) to waco regional(act) with the flight service station. I had received a standard briefing, and I was told there were no NOTAMS for the departure or arrival. I took off out of clover and I called houston approach on frequency. I received a transponder code and I was told to switch to frequency. When I asked the controller for my IFR clearance to waco, he told me I had to land immediately and re-file my flight plan. I landed at houston southwest and re-filed and called clearance delivery and then I continued my flight without any other problems. I was not aware that I had to call clearance. Delivery for my IFR clearance. I have made this same trip many times in the past, and I had always received my clearance once airborne from clover. I also believe the pre-flight briefer should have told me that I had to get a clearance on the ground. As PIC, I was responsible for the local NOTAM, but I had figured that if the briefer didn't tell me about the NOTAM, then the airspace restr had been resolved. Safety was my chief concern and it was never compromised.

Title: A C182 PLT TOOK OFF VFR WITH THE INTENTION OF PICKING UP HIS IFR CLRNC IN THE AIR WHEN FLT WAS RESTRICTED BY NOTAM.

Narrative: I HAD FILED AN IFR FLT PLAN FOR HOUSTON CLOVER FIELD (LUS) TO WACO REGIONAL(ACT) WITH THE FLT SERVICE STATION. I HAD RECEIVED A STANDARD BRIEFING, AND I WAS TOLD THERE WERE NO NOTAMS FOR THE DEP OR ARRIVAL. I TOOK OFF OUT OF CLOVER AND I CALLED HOUSTON APCH ON FREQ. I RECEIVED A XPONDER CODE AND I WAS TOLD TO SWITCH TO FREQ. WHEN I ASKED THE CTLR FOR MY IFR CLRNC TO WACO, HE TOLD ME I HAD TO LAND IMMEDIATELY AND RE-FILE MY FLT PLAN. I LANDED AT HOUSTON SW AND RE-FILED AND CALLED CLRNC DELIVERY AND THEN I CONTINUED MY FLT WITHOUT ANY OTHER PROBS. I WAS NOT AWARE THAT I HAD TO CALL CLRNC. DELIVERY FOR MY IFR CLRNC. I HAVE MADE THIS SAME TRIP MANY TIMES IN THE PAST, AND I HAD ALWAYS RECEIVED MY CLRNC ONCE AIRBORNE FROM CLOVER. I ALSO BELIEVE THE PRE-FLT BRIEFER SHOULD HAVE TOLD ME THAT I HAD TO GET A CLRNC ON THE GND. AS PIC, I WAS RESPONSIBLE FOR THE LOCAL NOTAM, BUT I HAD FIGURED THAT IF THE BRIEFER DIDN'T TELL ME ABOUT THE NOTAM, THEN THE AIRSPACE RESTR HAD BEEN RESOLVED. SAFETY WAS MY CHIEF CONCERN AND IT WAS NEVER COMPROMISED.
