Narrative:

I was working the local control position, combined with ground control and lhd tower. The TRACON issued me a red light, canceling automatic releases off runway 32. I was moderately busy working traffic on 3 frequencys. I had a H/B747 taxiing out and I offered him runway 14, and advised him of the wind. The B747, agreed with runway 14 and began taxi. Due to the massive construction projects on the airport, all aircraft that park in the north portion of the field, must taxi on the runway 32/14 to get to any departure runway. I had a B737 request push and taxi during this time. I told him to taxi to runway 32. The H/B747 departed runway 14 and caused a 3 min wake turbulence delay for the B737. While I was waiting for the delay, I called the TRACON and asked for a release off runway 32. Departure told me to beat a C130 on final to elmendorf AFB. After the wake turbulence was up, I passed traffic to the B737 as a C130 on 14 mi final to edf and fly runway heading. He acknowledged and departed. Also during this time, I was taxiing a B1900 to hold short of runway 32 for a 'back taxi.' I got occupied with taxiing the traffic around all of the closures on the field and did not look at the B737 depart. I changed the B737 to departure and he came very close to the C130. I know I could have, and should have, done more, but I was preoccupied using my primary departure runway as a primary taxiway.

Narrative: I WAS WORKING THE LCL CTL POS, COMBINED WITH GND CTL AND LHD TWR. THE TRACON ISSUED ME A RED LIGHT, CANCELING AUTOMATIC RELEASES OFF RWY 32. I WAS MODERATELY BUSY WORKING TFC ON 3 FREQS. I HAD A H/B747 TAXIING OUT AND I OFFERED HIM RWY 14, AND ADVISED HIM OF THE WIND. THE B747, AGREED WITH RWY 14 AND BEGAN TAXI. DUE TO THE MASSIVE CONSTRUCTION PROJECTS ON THE ARPT, ALL ACFT THAT PARK IN THE N PORTION OF THE FIELD, MUST TAXI ON THE RWY 32/14 TO GET TO ANY DEP RWY. I HAD A B737 REQUEST PUSH AND TAXI DURING THIS TIME. I TOLD HIM TO TAXI TO RWY 32. THE H/B747 DEPARTED RWY 14 AND CAUSED A 3 MIN WAKE TURB DELAY FOR THE B737. I GOT OCCUPIED WITH TAXIING THE TFC AROUND ALL OF THE CLOSURES ON THE FIELD AND DID NOT LOOK AT THE B737 DEPART. I CHANGED THE B737 TO DEP AND HE CAME VERY CLOSE TO THE C130. I KNOW I COULD HAVE, AND SHOULD HAVE, DONE MORE, BUT I WAS PREOCCUPIED USING MY PRIMARY DEP RWY AS A PRIMARY TXWY.
