Narrative:

Departed ksgr with IFR clearance, at 1500 ft, turned to 270 degrees, maintained 2000 ft. Handed off to departure, 4 calls made to departure control before radio contact. Departure did not know where we were on our transponder code. At that time we had reached his limits of coverage requiring a left 270 degree turn. I canceled IFR and told him we would proceed VFR. Controllers response was 'remain clear of class 'B' airspace.' we agreed to do so. Under the 'normal' class 'B' airspace we could remain below 4000 ft until 30 DME of iah, which we did. Due to the many events since 9/X the FAA has issued many NOTAMS and fdc NOTAMS. The location and deciphering of these fdc's are too complicated and mixed in with too many other NOTAMS. Referring to the change to 'enhanced class B airspace.' by canceling IFR we were in violation (unknown to us) of 'enhanced class B airspace.' the controller should have issued a warning that we would be in violation of the far's if we canceled. West departures should not be issued because of that controllers sector boundaries proximity to ksgr, resulting in excessive vectoring.

Title: LEAR JET 35 FLC CANCELED THEIR IFR FLT PLAN AFTER DEP AN ARPT IN CLASS B ENHANCED RESTR AIRSPACE RESULTING IN NON ADHERENCE TO THAT AIRSPACE TEMPORARY RESTRS.

Narrative: DEPARTED KSGR WITH IFR CLRNC, AT 1500 FT, TURNED TO 270 DEGS, MAINTAINED 2000 FT. HANDED OFF TO DEP, 4 CALLS MADE TO DEP CTL BEFORE RADIO CONTACT. DEP DID NOT KNOW WHERE WE WERE ON OUR XPONDER CODE. AT THAT TIME WE HAD REACHED HIS LIMITS OF COVERAGE REQUIRING A LEFT 270 DEG TURN. I CANCELED IFR AND TOLD HIM WE WOULD PROCEED VFR. CTLRS RESPONSE WAS 'REMAIN CLR OF CLASS 'B' AIRSPACE.' WE AGREED TO DO SO. REFERRING TO THE CHANGE TO 'ENHANCED CLASS B AIRSPACE.' BY CANCELING IFR WE WERE IN VIOLATION (UNKNOWN TO US) OF 'ENHANCED CLASS B AIRSPACE.' THE CTLR SHOULD HAVE ISSUED A WARNING THAT WE WOULD BE IN VIOLATION OF THE FAR'S IF WE CANCELED. W DEPS SHOULD NOT BE ISSUED BECAUSE OF THAT CTLRS SECTOR BOUNDARIES PROX TO KSGR, RESULTING IN EXCESSIVE VECTORING.
