Takeoff from monterey peninsula airport, IFR flight from monterey to watts airport (O41). After receiving ATIS, I called ground 121.9 and told them I had ATIS information and if they had my IFR clearance to watts airport (O41). He had my IFR clearance and my readback on clearance was acknowledged and was correct. I was instructed to taxi to runway 10R after run-up. I called ground control when I finished run-up and was ready to go. Ground control cleared me in position and hold, monitor tower frequency 118.4. I asked him if I should go to tower frequency and said no again, but monitor tower frequency. Ground then cleared me for takeoff monitoring tower frequency. After I was airborne, ground told me to go to approach frequency 133.0.

Title: BE55 PLT CONCERNED WITH MRY TWR OPERATIONAL PROCS THAT ALLOW GND CTLR TO CLR ACFT FOR TKOF ON GND CTL FREQ.
Narrative: TKOF FROM MONTEREY PENINSULA ARPT, IFR FLT FROM MONTEREY TO WATTS ARPT (O41). AFTER RECEIVING ATIS, I CALLED GND 121.9 AND TOLD THEM I HAD ATIS INFO AND IF THEY HAD MY IFR CLRNC TO WATTS ARPT (O41). HE HAD MY IFR CLRNC AND MY READBACK ON CLRNC WAS ACKNOWLEDGED AND WAS CORRECT. I WAS INSTRUCTED TO TAXI TO RWY 10R AFTER RUN-UP. I CALLED GND CTL WHEN I FINISHED RUN-UP AND WAS READY TO GO. GND CTL CLRED ME IN POS AND HOLD, MONITOR TWR FREQ 118.4. I ASKED HIM IF I SHOULD GO TO TWR FREQ AND SAID NO AGAIN, BUT MONITOR TWR FREQ. GND THEN CLRED ME FOR TKOF MONITORING TWR FREQ. AFTER I WAS AIRBORNE, GND TOLD ME TO GO TO APCH FREQ 133.0.
