Narrative:

I was giving a pilot a demonstration flight in a new aircraft, a raytheon premier 1. The pilot being demonstrated was a current citation excel pilot. During our flight from bfl to vny he seemed to be very far behind the aircraft, as I continuously had to help correct his inputs. While with socal approach control we started a descent, I started to program the FMS for the ILS runway 16R at vny. I looked up to see the PF, at 8500 ft at 295 KTS. I immediately told him to slow, bring the power back and add speed brakes. We slowed very quickly below 250 KTS. Nothing was mentioned by socal and no conflict existed. While people are qualified in similar aircraft, it seems the basics of flight are disregarded.

Title: A CHK PLT RPT ON THE PROB WITH ONE PLT CHK OUT ON THE RAYTHEON PREMIER 1 ACFT WHEN THE TRAINEE EXCEEDED THE 250 KT RULE AT 8500 FT NEAR VNY, CA.

Narrative: I WAS GIVING A PLT A DEMONSTRATION FLT IN A NEW ACFT, A RAYTHEON PREMIER 1. THE PLT BEING DEMONSTRATED WAS A CURRENT CITATION EXCEL PLT. DURING OUR FLT FROM BFL TO VNY HE SEEMED TO BE VERY FAR BEHIND THE ACFT, AS I CONTINUOUSLY HAD TO HELP CORRECT HIS INPUTS. WHILE WITH SOCAL APCH CTL WE STARTED A DSCNT, I STARTED TO PROGRAM THE FMS FOR THE ILS RWY 16R AT VNY. I LOOKED UP TO SEE THE PF, AT 8500 FT AT 295 KTS. I IMMEDIATELY TOLD HIM TO SLOW, BRING THE PWR BACK AND ADD SPD BRAKES. WE SLOWED VERY QUICKLY BELOW 250 KTS. NOTHING WAS MENTIONED BY SOCAL AND NO CONFLICT EXISTED. WHILE PEOPLE ARE QUALIFIED IN SIMILAR ACFT, IT SEEMS THE BASICS OF FLT ARE DISREGARDED.
