Narrative:

I was involved in the replacement of a shimmy damper on the main landing gear of a fokker F100. The work was down in accordance with the F100 maintenance manual. The task was completed, logbook signed off, and the aircraft returned to service. The aircraft was in service for 2 days when it was discovered that the shimmy damper installation on the F100 is a required inspection item (rii) and this item had not been inspected. The aircraft was removed from service for a short time during which the rii was accomplished and then the aircraft was returned to service. The fokker maintenance manual nor the work release we were issued for the task reflected the need for an inspection. The item is listed in the airline's maintenance practices and polices manual. I know that it is my responsibility to consult the mpp for rii requirements. In the future, the mpp will be reviewed before starting any tasks. There are also steps the company should take to prevent the oversight of required inspection items. Each item on a work release should state that an inspection is required if one is. There should also be a revision to the fokker maintenance manual that the medium large transport shimmy damper is a required inspection item.

Title: A FOKKER 100 WAS DISPATCHED IN NON COMPLIANCE AFTER A MAIN GEAR SHIMMY DAMPER WAS REPLACED PER THE JOB CARD BUT LACKED THE REQUIRED INSPECTION.

Narrative: I WAS INVOLVED IN THE REPLACEMENT OF A SHIMMY DAMPER ON THE MAIN LNDG GEAR OF A FOKKER F100. THE WORK WAS DOWN IN ACCORDANCE WITH THE F100 MAINT MANUAL. THE TASK WAS COMPLETED, LOGBOOK SIGNED OFF, AND THE ACFT RETURNED TO SVC. THE ACFT WAS IN SVC FOR 2 DAYS WHEN IT WAS DISCOVERED THAT THE SHIMMY DAMPER INSTALLATION ON THE F100 IS A REQUIRED INSPECTION ITEM (RII) AND THIS ITEM HAD NOT BEEN INSPECTED. THE ACFT WAS REMOVED FROM SVC FOR A SHORT TIME DURING WHICH THE RII WAS ACCOMPLISHED AND THEN THE ACFT WAS RETURNED TO SVC. THE FOKKER MAINT MANUAL NOR THE WORK RELEASE WE WERE ISSUED FOR THE TASK REFLECTED THE NEED FOR AN INSPECTION. THE ITEM IS LISTED IN THE AIRLINE'S MAINT PRACTICES AND POLICES MANUAL. I KNOW THAT IT IS MY RESPONSIBILITY TO CONSULT THE MPP FOR RII REQUIREMENTS. IN THE FUTURE, THE MPP WILL BE REVIEWED BEFORE STARTING ANY TASKS. THERE ARE ALSO STEPS THE COMPANY SHOULD TAKE TO PREVENT THE OVERSIGHT OF REQUIRED INSPECTION ITEMS. EACH ITEM ON A WORK RELEASE SHOULD STATE THAT AN INSPECTION IS REQUIRED IF ONE IS. THERE SHOULD ALSO BE A REVISION TO THE FOKKER MAINT MANUAL THAT THE MLG SHIMMY DAMPER IS A REQUIRED INSPECTION ITEM.
