Narrative:

Aircraft was directed to turn left 080 degrees and climb to 13000 ft to intercept musel departure SID. As aircraft climbed to 5000 ft captain observed on TCASII a target at 5500 ft and potential conflict. Socal departure reported traffic. Captain determined a conflict and directed copilot to stop climb. Captain obtained visual contact with conflicting aircraft and TCASII issued a TA followed by an RA 'descend' advisory. Aircraft descended to 4800 ft and captain observed mooney aircraft to pass directly overhead at 5500 ft. Socal was advised and reported clear of conflict. Altitude of mooney was reported to socal aircraft was cleared to climb and continued to 13000 ft.
