I requested '20 we are in the tops.' controller responded 'who is requesting 20.' I responded 'nxxxxx.' controller responded 'cleared 20.' I initiated climb for 16000 ft to 20000 ft. At 17000 ft, controller asked for my altitude. I responded '17000 ft for FL200.' controller said 'XXX level 17000 ft traffic alert.' I immediately leveled at 17000 ft. I think the factors involved were: my (pilot's) incorrect phraseology in saying '20' instead of 'FL200.' the controller was busy and only said 'cleared 20.' communication breakdown between pilot and controller.
