Narrative:

After landing at iad on a flight from orf, captain that was occupying the left seat and getting his IOE complained that steering was a little sluggish. After further discussion we suspected a possible incorrect loading present on form. After engine shutdown, we proceeded to count the bags loaded in aft bag compartment. It was discovered that 16 military duffel bags were not counted as heavy bags, per company's bag policy. There were also 4 carry-ONS never accounted for. All in all, 440 pounds extra not accounted on the form. Aft bag compartment maximum weight was exceeded, maximum zero fuel weight, maximum takeoff weight, but not maximum structural takeoff or landing weight have been exceeded. Immediately reported event to management and all company policies and procedures complied with. Overloading took place at orf where we departed. No indications were present to indicate a possible overload prior to takeoff. We completed weight and balance based on information presented to us by ramp personnel. After landing at iad, when steering became sluggish, we took a course of action as outlined in our fom.

AFTER FURTHER DISCUSSION WE SUSPECTED A POSSIBLE INCORRECT LOADING PRESENT ON FORM. AFTER ENG SHUTDOWN, WE PROCEEDED TO COUNT THE BAGS LOADED IN AFT BAG COMPARTMENT. IT WAS DISCOVERED THAT 16 MIL DUFFEL BAGS WERE NOT COUNTED AS HVY BAGS, PER COMPANY'S BAG POLICY. THERE WERE ALSO 4 CARRY-ONS NEVER ACCOUNTED FOR. ALL IN ALL, 440 LBS EXTRA NOT ACCOUNTED ON THE FORM. AFT BAG COMPARTMENT MAX WT WAS EXCEEDED, MAX ZERO FUEL WT, MAX TKOF WT, BUT NOT MAX STRUCTURAL TKOF OR LNDG WT HAVE BEEN EXCEEDED. IMMEDIATELY RPTED EVENT TO MGMNT AND ALL COMPANY POLICIES AND PROCS COMPLIED WITH. OVERLOADING TOOK PLACE AT ORF WHERE WE DEPARTED. NO INDICATIONS WERE PRESENT TO INDICATE A POSSIBLE OVERLOAD PRIOR TO TKOF. WE COMPLETED WT AND BAL BASED ON INFO PRESENTED TO US BY RAMP PERSONNEL. AFTER LNDG AT IAD, WHEN STEERING BECAME SLUGGISH, WE TOOK A COURSE OF ACTION AS OUTLINED IN OUR FOM.
