Narrative:

We left pns for atl with a full load of 30 passenger and according to the load worksheet given to us by the ramp agent, we had 48 pieces of luggage in the cargo compartment. I had specifically told him and he had acknowledged, that we could carry a maximum of 48 pieces in the cargo compartment (our company uses FAA approved average bag and passenger weights). The flight to atl was uneventful. After parking, one of our agents came up and asked me how many bags the pns people had told us we had. I replied '48,' and he told me that he counted 58 regular bags, 1 duffle bag and 30 pounds of mail. This was over both our maximum cargo weight for that takeoff and over the maximum structural cargo capacity. I had noticed that the pensacola station used a different contract ramp personnel than I last recalled and that they didn't appear as sharp as I previously recalled. With the restructuring by the airlines, you see many more services contracted out, and I question their training and knowledge.

Title: LTT OPERATED WITH CARGO COMPARTMENT OVER GROSS WT CAPACITY.

Narrative: WE LEFT PNS FOR ATL WITH A FULL LOAD OF 30 PAX AND ACCORDING TO THE LOAD WORKSHEET GIVEN TO US BY THE RAMP AGENT, WE HAD 48 PIECES OF LUGGAGE IN THE CARGO COMPARTMENT. I HAD SPECIFICALLY TOLD HIM AND HE HAD ACKNOWLEDGED, THAT WE COULD CARRY A MAX OF 48 PIECES IN THE CARGO COMPARTMENT (OUR COMPANY USES FAA APPROVED AVERAGE BAG AND PAX WTS). THE FLT TO ATL WAS UNEVENTFUL. AFTER PARKING, ONE OF OUR AGENTS CAME UP AND ASKED ME HOW MANY BAGS THE PNS PEOPLE HAD TOLD US WE HAD. I REPLIED '48,' AND HE TOLD ME THAT HE COUNTED 58 REGULAR BAGS, 1 DUFFLE BAG AND 30 LBS OF MAIL. THIS WAS OVER BOTH OUR MAX CARGO WT FOR THAT TKOF AND OVER THE MAX STRUCTURAL CARGO CAPACITY. I HAD NOTICED THAT THE PENSACOLA STATION USED A DIFFERENT CONTRACT RAMP PERSONNEL THAN I LAST RECALLED AND THAT THEY DIDN'T APPEAR AS SHARP AS I PREVIOUSLY RECALLED. WITH THE RESTRUCTURING BY THE AIRLINES, YOU SEE MANY MORE SVCS CONTRACTED OUT, AND I QUESTION THEIR TRAINING AND KNOWLEDGE.
