Narrative:

Cleared westchester one departure. Departure briefed and flown by first officer. Lots of turbulence and gusty winds, low visibility, etc, (nasty day). Cleared for takeoff runway 16, both pilots 'heard' 'runway heading.' after takeoff and contacting ny departure control, ny asked if we had started turn (SID calls for right turn after 800 ft MSL). We replied that we had not heard turn request. There was much congestion on both tower and departure control frequency. We apparently did not receive 'maintain runway heading' and departure control was expecting a turn as per the SID. I thought we were on runway heading due to the WX conditions. I should have confirmed with departure the runway heading command, that I 'thought' we had received.

Title: F100 CREW HAD A TRACK DEV IN N90 CLASS D.

Narrative: CLRED WESTCHESTER ONE DEP. DEP BRIEFED AND FLOWN BY FO. LOTS OF TURB AND GUSTY WINDS, LOW VISIBILITY, ETC, (NASTY DAY). CLRED FOR TKOF RWY 16, BOTH PLTS 'HEARD' 'RWY HEADING.' AFTER TKOF AND CONTACTING NY DEP CTL, NY ASKED IF WE HAD STARTED TURN (SID CALLS FOR R TURN AFTER 800 FT MSL). WE REPLIED THAT WE HAD NOT HEARD TURN REQUEST. THERE WAS MUCH CONGESTION ON BOTH TWR AND DEP CTL FREQ. WE APPARENTLY DID NOT RECEIVE 'MAINTAIN RWY HEADING' AND DEP CTL WAS EXPECTING A TURN AS PER THE SID. I THOUGHT WE WERE ON RWY HEADING DUE TO THE WX CONDITIONS. I SHOULD HAVE CONFIRMED WITH DEP THE RWY HEADING COMMAND, THAT I 'THOUGHT' WE HAD RECEIVED.
