Narrative:

Location: rst runway 13 pad. Rst had a power failure at airport. Passenger boarded using manual procedures, and we departed 30 mins later. Rst was NORDO because of the power failure. Ground/tower operating on backup generator. Rst agents called load with closeout information via mobile phones. At departure end of runway 13 pac, we stopped aircraft, set brakes, and rst agent called captain's mobile phone to advise closeout had been sent to company loads and dispatch. ACARS showed no communication, and we were unable to contact any company station for closeout. Captain called company dispatch desk #1 and spoke to dispatcher who had been briefed by rst agents of situation. He called loads after confirming fuel on board and passenger count, and called back to captain's mobile phone with closeout numbers. After confirming the closeout information, we terminated the telephone call, and captain turned off and secured his mobile telephone. After completing checklists, we departed normally. At approximately 5000 ft MSL, ACARS connected to network. Rest of flight proceeded normally.

Narrative: LOCATION: RST RWY 13 PAD. RST HAD A PWR FAILURE AT ARPT. PAX BOARDED USING MANUAL PROCS, AND WE DEPARTED 30 MINS LATER. RST WAS NORDO BECAUSE OF THE PWR FAILURE.
