Narrative:

TCASII RA on departure from rap. While departing runway 32 at rap, tower gave us a clearance to turn right to 090 degrees and climb to 16000 ft. We started the turn at 500 ft AGL and began to retract the flaps and slats at 1000 ft AGL. While retracting the flaps, we were handed off to ellsworth AFB departure control. Departure acknowledged our check-on and asked if we had a flight of 2 B-1 bombers in sight (we were going through about 060 degrees in our turn to 090 degrees). We then received a TCASII RA. I steepened the bank and descended to comply with the RA and give us better separation from the B-1's. We then received a clear of conflict message from the TCASII. I think rapid city tower and ellsworth approach need to coordinate departures and arrs better to prevent a situation like this from occurring. Supplemental information from acn 510480: rca and rap tower should coordinate departures/arrs better so as not to put airplanes in this situation as simple as a left turn off of runway 32 instead of a r-hand turn would have prevented this.

Title: DC9 FLC, DEPARTING RAP, INITIATE EVASIVE MANEUVER DUE TO RCA MIL BOMBER OPERATING IN RCA VFR TFC PATTERN.

Narrative: TCASII RA ON DEP FROM RAP. WHILE DEPARTING RWY 32 AT RAP, TWR GAVE US A CLRNC TO TURN R TO 090 DEGS AND CLB TO 16000 FT. WE STARTED THE TURN AT 500 FT AGL AND BEGAN TO RETRACT THE FLAPS AND SLATS AT 1000 FT AGL. WHILE RETRACTING THE FLAPS, WE WERE HANDED OFF TO ELLSWORTH AFB DEP CTL. DEP ACKNOWLEDGED OUR CHK-ON AND ASKED IF WE HAD A FLT OF 2 B-1 BOMBERS IN SIGHT (WE WERE GOING THROUGH ABOUT 060 DEGS IN OUR TURN TO 090 DEGS). WE THEN RECEIVED A TCASII RA. I STEEPENED THE BANK AND DSNDED TO COMPLY WITH THE RA AND GIVE US BETTER SEPARATION FROM THE B-1'S. WE THEN RECEIVED A CLR OF CONFLICT MESSAGE FROM THE TCASII. I THINK RAPID CITY TWR AND ELLSWORTH APCH NEED TO COORDINATE DEPS AND ARRS BETTER TO PREVENT A SIT LIKE THIS FROM OCCURRING. SUPPLEMENTAL INFO FROM ACN 510480: RCA AND RAP TWR SHOULD COORDINATE DEPS/ARRS BETTER SO AS NOT TO PUT AIRPLANES IN THIS SIT AS SIMPLE AS A L TURN OFF OF RWY 32 INSTEAD OF A R-HAND TURN WOULD HAVE PREVENTED THIS.
