Narrative:

Chart discrepancy, casper, wy (cpr) departure. Upon departing cpr, runway 3 on apr/xa/01, crew flew instructions as per company issued commercial insert page. The alcos 3 departure (pilot navigation) SID, medicine bow transition, flown as depicted without incident, radar vectors on course were received prior to reaching medicine bow. Tower closed operation. Company issued commercial insert page states under non-tower operations: 'when departing this airport during non-tower operations or without terminal radar service available, the departure procedure located on the airport diagram page (or an applicable pilot non-departure procedure, if available must be executed. Air carrier requires compliance with these procedures until the pilot is receiving radar vectors or is on a published route segment that provides for terrain clearance.' airport diagram page for cpr states the obstacle departure procedure as follows: 'runways 3, 8, and 12 turn left. All other runways turn right. All aircraft climb direct day VOR before proceeding on course, or comply with published casper sids.' crew of flight XXX selected to fly the alcos 3 departure (pilot navigation) SID as the SID provided more charted information, published altitudes, and procedural detail than the departure procedure listed on the airport diagram page. The various charts seem to conflict, making the potential for error a greater possibility. Callback conversation with reporter revealed the following information: the reporter said that other company pilots routinely depart directly to the ddy VOR in similar sits, but that he was unfamiliar with the area and felt that the pilot navigation departure was the safest way to go. He conferred with his training department and after some thought has decided that either course of action is proper but is not well spelled out on first glance.

Title: AN ACR PLT OBSERVES THAT THERE MAY BE A DISCREPANCY BTWN A COMPANY CHART PAGE INFO AND THE SID PROC PROVIDED ON THE REGULAR COMMERCIAL CHART PAGE.

Narrative: CHART DISCREPANCY, CASPER, WY (CPR) DEP. UPON DEPARTING CPR, RWY 3 ON APR/XA/01, CREW FLEW INSTRUCTIONS AS PER COMPANY ISSUED COMMERCIAL INSERT PAGE. THE ALCOS 3 DEP (PLT NAV) SID, MEDICINE BOW TRANSITION, FLOWN AS DEPICTED WITHOUT INCIDENT, RADAR VECTORS ON COURSE WERE RECEIVED PRIOR TO REACHING MEDICINE BOW. TWR CLOSED OP. COMPANY ISSUED COMMERCIAL INSERT PAGE STATES UNDER NON-TWR OPS: 'WHEN DEPARTING THIS ARPT DURING NON-TWR OPS OR WITHOUT TERMINAL RADAR SVC AVAILABLE, THE DEP PROC LOCATED ON THE ARPT DIAGRAM PAGE (OR AN APPLICABLE PLT NON-DEP PROC, IF AVAILABLE MUST BE EXECUTED. ACR REQUIRES COMPLIANCE WITH THESE PROCS UNTIL THE PLT IS RECEIVING RADAR VECTORS OR IS ON A PUBLISHED RTE SEGMENT THAT PROVIDES FOR TERRAIN CLRNC.' ARPT DIAGRAM PAGE FOR CPR STATES THE OBSTACLE DEP PROC AS FOLLOWS: 'RWYS 3, 8, AND 12 TURN L. ALL OTHER RWYS TURN R. ALL ACFT CLB DIRECT DAY VOR BEFORE PROCEEDING ON COURSE, OR COMPLY WITH PUBLISHED CASPER SIDS.' CREW OF FLT XXX SELECTED TO FLY THE ALCOS 3 DEP (PLT NAV) SID AS THE SID PROVIDED MORE CHARTED INFO, PUBLISHED ALTS, AND PROCEDURAL DETAIL THAN THE DEP PROC LISTED ON THE ARPT DIAGRAM PAGE. THE VARIOUS CHARTS SEEM TO CONFLICT, MAKING THE POTENTIAL FOR ERROR A GREATER POSSIBILITY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID THAT OTHER COMPANY PLTS ROUTINELY DEPART DIRECTLY TO THE DDY VOR IN SIMILAR SITS, BUT THAT HE WAS UNFAMILIAR WITH THE AREA AND FELT THAT THE PLT NAV DEP WAS THE SAFEST WAY TO GO. HE CONFERRED WITH HIS TRAINING DEPT AND AFTER SOME THOUGHT HAS DECIDED THAT EITHER COURSE OF ACTION IS PROPER BUT IS NOT WELL SPELLED OUT ON FIRST GLANCE.
