Narrative:

I landed on 9R at fll. There was traffic behind me as I exited at taxiway 'Q', on the north side of the runway. I was going through my after landing chores (cowl flaps-open, flaps-up, transponder, strobes, landing lights-off, etc.) the hold line is on the edge of taxiway 'G', so that when you clear the hold line, while exiting the runway, you are blocking the taxiway. Just before I reached the hold line 2 C-402 commuter, that was taxing from the airline terminal for takeoff on 9R taxied in front of me from right to left at a high rate of speed. The pilot waved-there were passenger in the back. The tower did not warn me of his presence (nor were they supposed to). I had not yet switched to ground control. When I did call ground control, and inform them of the near miss they indicated that they were not aware of the conflict! This is the second near miss under these conditions that I have had this year. I wrote to you about the first. It is just a matter of time before there is an accident. 1) ground control should not clear taxiing aircraft on taxiway 'G' if there is a landing aircraft. 2) commuter pilots are the real culprits- they exercise poor judgment, in order to save time. They should taxi on taxiway 'H' when there may be a conflict. 3) there must be better coordination between ground control and tower, when a landing aircraft exiting may conflict with one taxiing. I telephoned the tower to discuss the situation with them-they did not sound too interested. 4) a collision between an aircraft taxiing at a high rate of speed, and one that has just cleared the runway will be very dangerous. This problem needs to be resolved. Callback conversation with reporter revealed the following information: the reporter spoke with two supervisors at the tower. He indicated that, in his opinion, the supervisors were not overly concerned with the situation as being potentially dangerous. One individual did imply that the controller should stop the landing aircraft prior to the hold line on taxiway 'Q' when there is traffic taxiing on taxiway G. Reporter's suggestion that aircraft use taxiway H vs G which involves a runway 09/27 crossing for departure aircraft was rejected as being too involved.

Title: A PA-31-350 CORPORATE PLT HAS A POTENTIAL CONFLICT ON THE GND WITH A TAXIING C-402 COMMUTER ON TXWY G DURING HIS TURN OFF RWY 9R ONTO TXWY Q AT FLL, FL.

Narrative: I LANDED ON 9R AT FLL. THERE WAS TFC BEHIND ME AS I EXITED AT TXWY 'Q', ON THE N SIDE OF THE RWY. I WAS GOING THROUGH MY AFTER LNDG CHORES (COWL FLAPS-OPEN, FLAPS-UP, TRANSPONDER, STROBES, LNDG LIGHTS-OFF, ETC.) THE HOLD LINE IS ON THE EDGE OF TXWY 'G', SO THAT WHEN YOU CLEAR THE HOLD LINE, WHILE EXITING THE RWY, YOU ARE BLOCKING THE TXWY. JUST BEFORE I REACHED THE HOLD LINE 2 C-402 COMMUTER, THAT WAS TAXING FROM THE AIRLINE TERMINAL FOR TKOF ON 9R TAXIED IN FRONT OF ME FROM RIGHT TO LEFT AT A HIGH RATE OF SPEED. THE PLT WAVED-THERE WERE PAX IN THE BACK. THE TWR DID NOT WARN ME OF HIS PRESENCE (NOR WERE THEY SUPPOSED TO). I HAD NOT YET SWITCHED TO GND CTL. WHEN I DID CALL GND CTL, AND INFORM THEM OF THE NEAR MISS THEY INDICATED THAT THEY WERE NOT AWARE OF THE CONFLICT! THIS IS THE SECOND NEAR MISS UNDER THESE CONDITIONS THAT I HAVE HAD THIS YEAR. I WROTE TO YOU ABOUT THE FIRST. IT IS JUST A MATTER OF TIME BEFORE THERE IS AN ACCIDENT. 1) GND CTL SHOULD NOT CLEAR TAXIING ACFT ON TXWY 'G' IF THERE IS A LNDG ACFT. 2) COMMUTER PLTS ARE THE REAL CULPRITS- THEY EXERCISE POOR JUDGMENT, IN ORDER TO SAVE TIME. THEY SHOULD TAXI ON TXWY 'H' WHEN THERE MAY BE A CONFLICT. 3) THERE MUST BE BETTER COORDINATION BTWN GND CTL AND TWR, WHEN A LNDG ACFT EXITING MAY CONFLICT WITH ONE TAXIING. I TELEPHONED THE TWR TO DISCUSS THE SIT WITH THEM-THEY DID NOT SOUND TOO INTERESTED. 4) A COLLISION BTWN AN ACFT TAXIING AT A HIGH RATE OF SPEED, AND ONE THAT HAS JUST CLEARED THE RWY WILL BE VERY DANGEROUS. THIS PROB NEEDS TO BE RESOLVED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SPOKE WITH TWO SUPVRS AT THE TWR. HE INDICATED THAT, IN HIS OPINION, THE SUPVRS WERE NOT OVERLY CONCERNED WITH THE SIT AS BEING POTENTIALLY DANGEROUS. ONE INDIVIDUAL DID IMPLY THAT THE CTLR SHOULD STOP THE LNDG ACFT PRIOR TO THE HOLD LINE ON TXWY 'Q' WHEN THERE IS TFC TAXIING ON TXWY G. RPTR'S SUGGESTION THAT ACFT USE TXWY H VS G WHICH INVOLVES A RWY 09/27 XING FOR DEP ACFT WAS REJECTED AS BEING TOO INVOLVED.
