Narrative:

This is a report based on the captain's submission with my comments at the end. On taxi out at dca, flight attendant discovered a 12 yr old in an exit row and called the so to ask if he should be moved. The first officer and I were engaged in radio conversation with ground control about clearing the taxiway for a jet that was exiting the runway. There was another jet on short final, so time was critical. During this time, the so told me about the exit row situation and asked about moving the child. I said 'yes' but intended to have it done when I could coordination a place to stop. This failure to communication my complete intentions to the so resulted in the passenger being moved while the aircraft was moving. During this time, I was distraction and absorbed in the taxi situation and this caused the failure to communication. As the first officer, I was absorbed with ATC communications and the taxiway situation. I should have advocated clearing the congested area and telling ATC that we needed a place to stop so that we could move the passenger. I believe that this would have helped the captain to be more clear in his intentions.

Title: B727 FO REFLECTS ON COCKPIT COORD BREAKDOWN BTWN FLT ATTENDANT, SO, AND CAPT WITH PAX SEAT MOVEMENT WHILE ACFT WAS UNDER TAXI.

Narrative: THIS IS A RPT BASED ON THE CAPT'S SUBMISSION WITH MY COMMENTS AT THE END. ON TAXI OUT AT DCA, FLT ATTENDANT DISCOVERED A 12 YR OLD IN AN EXIT ROW AND CALLED THE SO TO ASK IF HE SHOULD BE MOVED. THE FO AND I WERE ENGAGED IN RADIO CONVERSATION WITH GND CTL ABOUT CLRING THE TXWY FOR A JET THAT WAS EXITING THE RWY. THERE WAS ANOTHER JET ON SHORT FINAL, SO TIME WAS CRITICAL. DURING THIS TIME, THE SO TOLD ME ABOUT THE EXIT ROW SIT AND ASKED ABOUT MOVING THE CHILD. I SAID 'YES' BUT INTENDED TO HAVE IT DONE WHEN I COULD COORD A PLACE TO STOP. THIS FAILURE TO COM MY COMPLETE INTENTIONS TO THE SO RESULTED IN THE PAX BEING MOVED WHILE THE ACFT WAS MOVING. DURING THIS TIME, I WAS DISTR AND ABSORBED IN THE TAXI SIT AND THIS CAUSED THE FAILURE TO COM. AS THE FO, I WAS ABSORBED WITH ATC COMS AND THE TXWY SIT. I SHOULD HAVE ADVOCATED CLRING THE CONGESTED AREA AND TELLING ATC THAT WE NEEDED A PLACE TO STOP SO THAT WE COULD MOVE THE PAX. I BELIEVE THAT THIS WOULD HAVE HELPED THE CAPT TO BE MORE CLR IN HIS INTENTIONS.
