Narrative:

Cruising at FL280, received TA followed by 'descend, descend' RA. Disengaged autoplt and descended to FL277 and received 'monitor vertical speed.' returned to assigned altitude and advised ATC was aware of descending traffic at our 11 O'clock position, cleared to FL290. Aircraft did level off at FL290. Apparently, TCASII did not like his rate of descent.
