Narrative:

Altitude conflict. On apr/xa/01, I was the first officer flying as the PNF on flight from jax to ZZZ. ZJX cleared an air carrier Y to FL280. I asked if that was for air carrier X. The controller said 'affirmative, air carrier X cleared to FL290.' I set FL290 in the altitude select window. At approximately XA00Z passing through FL283, we received an RA then a TA on an rj that was 700 ft high and approximately 1 mi away. I can only assess that when the controller read back the clearance to us as flight X he meant FL280, but said FL290. I would guess the flight numbers are what got him mixed up -- flight Y to FL280 then correctly the flight number to X, but incorrectly changing the altitude to FL290.

I WOULD GUESS THE FLT NUMBERS ARE WHAT GOT HIM MIXED UP -- FLT Y TO FL280 THEN CORRECTLY THE FLT NUMBER TO X, BUT INCORRECTLY CHANGING THE ALT TO FL290.
