Narrative:

I obtained a weather briefing from montgomery county FSS prior to departing sgr. NOTAMS included a runway 4 threshold displacement of 1000 ft and a runway 35L threshold displacement of 2800 ft nonstandard markings. I had available in the cockpit the airport diagram from commercial chart co. I was approaching efd VFR from the southwest. I was in radio contact with houston approach at approximately 1800 ft MSL. I obtained current ATIS at efd and was transferred to tower frequency. Tower cleared me to land on runway 4. I lined up on what I believed to be runway 4. I realized the runway did not 'look right,' and glanced to my right to see if I could identify another runway. Both runways 35 and 4 had construction at the approach ends, however, I could not specifically identify a runway 4. My directional gyro reflected that I was on the appropriate heading for landing on a runway marked 4. At approximately the same time that I decided to do a go around, the tower instructed me to climb to 1100 ft MSL and enter a right downwind for runway 4. I then concluded that the runway to my right must indeed be runway 4 and that I was lined up on a parallel taxiway. I continued the pattern and landed without incident. The threshold on runway 4 was displaced and construction was being done as reported. The runway number marking was completely obscured with what appeared to be sandbags making the number unreadable, and taxiway B is substantial looking enough to be mistaken for a runway, which accounts for the confusion. Callback conversation with reporter revealed the following information: reporter admits error. Pilot advised that construction materials partially blocks runway 4 numbering. Closer to the runway on short final, numbering becomes visible. Tower specialist advised the airport is undergoing major runway and taxiway construction. This construction will continue at least through the next 18 months. The specialist advised that taxiway B has never been a runway. The airport has multiple use, government, military, and civil. Efd is used for the greater metropolitan houston area air shows.

Title: C421 PLT MAKES APCH TO RWY 4 PARALLEL TXWY.

I OBTAINED CURRENT ATIS AT EFD AND WAS TRANSFERRED TO TOWER FREQUENCY. TOWER CLEARED ME TO LAND ON RUNWAY 4. I LINED UP ON WHAT I BELIEVED TO BE RUNWAY 4. I REALIZED THE RUNWAY DID NOT 'LOOK RIGHT,' AND GLANCED TO MY RIGHT TO SEE IF I COULD IDENTIFY ANOTHER RUNWAY. BOTH RUNWAYS 35 AND 4 HAD CONSTRUCTION AT THE APPROACH ENDS, HOWEVER, I COULD NOT SPECIFICALLY IDENTIFY A RUNWAY 4. MY DIRECTIONAL GYRO REFLECTED THAT I WAS ON THE APPROPRIATE HEADING FOR LANDING ON A RUNWAY MARKED 4. AT APPROXIMATELY THE SAME TIME THAT I DECIDED TO DO A GO AROUND, THE TOWER INSTRUCTED ME TO CLIMB TO 1100 FT MSL AND ENTER A RIGHT DOWNWIND FOR RUNWAY 4. I THEN CONCLUDED THAT THE RUNWAY TO MY RIGHT MUST INDEED BE RUNWAY 4 AND THAT I WAS LINED UP ON A PARALLEL TAXIWAY. I CONTINUED THE PATTERN AND LANDED WITHOUT INCIDENT. THE THRESHOLD ON RUNWAY 4 WAS DISPLACED AND CONSTRUCTION WAS BEING DONE AS REPORTED. THE RUNWAY NUMBER MARKING WAS COMPLETELY OBSCURED WITH WHAT APPEARED TO BE SANDBAGS MAKING THE NUMBER UNREADABLE, AND TAXIWAY B IS SUBSTANTIAL LOOKING ENOUGH TO BE MISTAKEN FOR A RUNWAY, WHICH ACCOUNTS FOR THE CONFUSION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADMITS ERROR. PLT ADVISED THAT CONSTRUCTION MATERIALS PARTIALLY BLOCKS RWY 4 NUMBERING. CLOSER TO THE RWY ON SHORT FINAL, NUMBERING BECOMES VISIBLE. TOWER SPECIALIST ADVISED THE ARPT IS UNDERGOING MAJOR RWY AND TXWY CONSTRUCTION. THIS CONSTRUCTION WILL CONTINUE AT LEAST THROUGH THE NEXT 18 MONTHS. THE SPECIALIST ADVISED THAT TXWY B HAS NEVER BEEN A RWY. THE ARPT HAS MULTIPLE USE, GOV, MIL, AND CIVIL. EFD IS USED FOR THE GREATER METROPOLITAN HOUSTON AREA AIR SHOWS.
