Narrative:

Mather is an old AFB that has been converted to civil use, mostly cargo. We were cleared to taxi to runway 4R from our company location, which is on the north side, just west of the intersection of taxiway E1 and taxiway D. It was a dark night due to a broken to overcast deck and little moonlight. There are no taxiway markings and no lights, just reflectors. It was very dark. We mistook taxiway E1 for an access road and accidentally turned on taxiway D -- the wrong taxiway. I had never flown out of mhr. Although it was a mistake, I feel some kind of marking, light or sign should be put up, so pilots can determine their position. Callback conversation with reporter revealed the following information: airport representative advised taxiway and ramp lighting is waiting for sacramento county funding. Sacramento county board of supervisors has not released a construction start date.

THERE ARE NO TXWY MARKINGS AND NO LIGHTS, JUST REFLECTORS. IT WAS VERY DARK. WE MISTOOK TXWY E1 FOR AN ACCESS ROAD AND ACCIDENTALLY TURNED ON TXWY D -- THE WRONG TXWY. I HAD NEVER FLOWN OUT OF MHR. ALTHOUGH IT WAS A MISTAKE, I FEEL SOME KIND OF MARKING, LIGHT OR SIGN SHOULD BE PUT UP, SO PLTS CAN DETERMINE THEIR POS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: ARPT REPRESENTATIVE ADVISED TXWY AND RAMP LIGHTING IS WAITING FOR SACRAMENTO COUNTY FUNDING. SACRAMENTO COUNTY BOARD OF SUPVRS HAS NOT RELEASED A CONSTRUCTION START DATE.
