Narrative:

I was outbound on the R340 from fdk en route to intercept the localizer for the ILS runway 27 approach into hgr. I had tuned in the localizer frequency 111.9 and idented, was en route to nolin intersection and waiting for needle movement for localizer intercept, when my needle started to move. It flipped full scale to the right (opposite of where it should have been). I immediately called the tower at hgr and informed them of my situation. My transponder was not working properly, and ZDC and hgr did not pick me up right away. I thought I had gone through the localizer so I made a right turn (180 degrees) to try and intercept it again. I realized at that point I was still southeast of the localizer and had violated P40. My plane was broken into at W00 in november. My DME and transponder were stolen. These units were replaced, but I still am having problems with my transponder and navigation communication. That is why I was going to the FBO in hagerstown. I realize the decision I made to turn right and go after the localizer was a mistake and I should have tuned into the hgr VOR and flown direct to it and set up for a standard VFR downwind entry.

Title: SMA PLT VIOLATED A PROHIBITED AREA.

Narrative: I WAS OUTBOUND ON THE R340 FROM FDK ENRTE TO INTERCEPT THE LOC FOR THE ILS RWY 27 APCH INTO HGR. I HAD TUNED IN THE LOC FREQ 111.9 AND IDENTED, WAS ENRTE TO NOLIN INTXN AND WAITING FOR NEEDLE MOVEMENT FOR LOC INTERCEPT, WHEN MY NEEDLE STARTED TO MOVE. IT FLIPPED FULL SCALE TO THE R (OPPOSITE OF WHERE IT SHOULD HAVE BEEN). I IMMEDIATELY CALLED THE TWR AT HGR AND INFORMED THEM OF MY SIT. MY XPONDER WAS NOT WORKING PROPERLY, AND ZDC AND HGR DID NOT PICK ME UP RIGHT AWAY. I THOUGHT I HAD GONE THROUGH THE LOC SO I MADE A R TURN (180 DEGS) TO TRY AND INTERCEPT IT AGAIN. I REALIZED AT THAT POINT I WAS STILL SE OF THE LOC AND HAD VIOLATED P40. MY PLANE WAS BROKEN INTO AT W00 IN NOVEMBER. MY DME AND XPONDER WERE STOLEN. THESE UNITS WERE REPLACED, BUT I STILL AM HAVING PROBS WITH MY XPONDER AND NAV COM. THAT IS WHY I WAS GOING TO THE FBO IN HAGERSTOWN. I REALIZE THE DECISION I MADE TO TURN R AND GO AFTER THE LOC WAS A MISTAKE AND I SHOULD HAVE TUNED INTO THE HGR VOR AND FLOWN DIRECT TO IT AND SET UP FOR A STANDARD VFR DOWNWIND ENTRY.
