Narrative:

A few mins before departure time of air carrier flight, captain reported 1 screw missing on right wing junction fairing over #2 engine, at l-hand side of forward part of fairing. Since I only had a few mins to meet scheduled departure time, I proceeded to create a write-up and deferral. I checked the MEL and list, but I found no reference to defer it under. I proceeded to speed tape the screw hole and defer the item under air carrier maintenance procedure. Approximately 1 hour later, maintenance called me to notify me that such an item was not deferrable per the structural repair manual of air carrier B737-300. Upon arrival of aircraft to wxz, screw repair and installation was made and item deferral abc was cleared.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH AN UNAPPROVED AND UNAUTH INTERIM REPAIR TO THE R WING PYLON FAIRING.

APPROX 1 HR LATER, MAINT CALLED ME TO NOTIFY ME THAT SUCH AN ITEM WAS NOT DEFERRABLE PER THE STRUCTURAL REPAIR MANUAL OF ACR B737-300. UPON ARR OF ACFT TO WXZ, SCREW REPAIR AND INSTALLATION WAS MADE AND ITEM DEFERRAL ABC WAS CLRED.
