Narrative:

We were cleared for approach by cle and the PNF was handling communications. I was hand flying the plane, as the autoplt would not function correctly for an approach. We completed our before landing checklist prior to being vectored to intercept the final approach course. After intercepting the localizer, I heard the PNF respond 'cleared...' and assumed he was talking to the tower and we were cleared to land. I picked up the runway approximately 3-4 mi out. Saw it was clear, a challenger was holding on the taxiway at the approach end of runway 23. After landing and turning off the runway, the tower came on and told us we had landing without clearance. A subsequent discussion revealed the PNF thought 1) the tower was closed, 2) never changed frequency from the approach to the tower until after landing, and 3) cle approach never told us to change to the tower.

Title: AIR TAXI CREW DID NOT CHANGE OVER TO TWR. LWOC.

Narrative: WE WERE CLRED FOR APCH BY CLE AND THE PNF WAS HANDLING COMS. I WAS HAND FLYING THE PLANE, AS THE AUTOPLT WOULD NOT FUNCTION CORRECTLY FOR AN APCH. AFTER LNDG AND TURNING OFF THE RWY, THE TWR CAME ON AND TOLD US WE HAD LWOC.
