Narrative:

Flight departed holding ddy VOR and vectored for ILS runway 3 cpr. Flight descended to assigned altitude of 9500 ft. Level at 9500 ft on downwind, gpwas activated with 'whoop, whoop, pull up, terrain....' the second 'terrain' stopped short as captain initiated an immediate climb to 11000 ft MSL. The first officer informed ATC of the emergency escape maneuver due to gpwas activation. ATC responded that we were in a 9500 FPM safe vectoring area and wanted to know if we could again descend and continue the approach, which we did. Flight continued and landed.

Title: A B727-200 CARGO FLT RECEIVES A GPWAS AT 9500 FT 12 MI ESE OF CPR, WY.

Narrative: FLT DEPARTED HOLDING DDY VOR AND VECTORED FOR ILS RWY 3 CPR. FLT DSNDED TO ASSIGNED ALT OF 9500 FT. LEVEL AT 9500 FT ON DOWNWIND, GPWAS ACTIVATED WITH 'WHOOP, WHOOP, PULL UP, TERRAIN....' ATC RESPONDED THAT WE WERE IN A 9500 FPM SAFE VECTORING AREA AND WANTED TO KNOW IF WE COULD AGAIN DSND AND CONTINUE THE APCH, WHICH WE DID. FLT CONTINUED AND LANDED.
